THIS IS A PRESENTATION OF CERTIFICATES OF RECOGNITION TO BYSTANDERS WHO PERFORMED LIFESAVING CPR AND RECOGNITION OF THE RANCHO CUCAMONGA FIRE DISTRICT FOR RECEIVING THE 2024 MISSION LIFELINE, EMS GOLD MEDAL ACHIEVEMENT AWARD. UM, THE MISSION LIFELINE AWARD IS AWARDED TO AN AGENCY THAT MEETS CERTAIN STANDARDS THAT ARE GOAL, THAT ARE THE MEETING TIME STANDARDS, MEETING, UH, QUALITY PATIENT CARE, GETTING THE PATIENT THE RIGHT CARE, AND TO THE RIGHT HOSPITALS AND, UM, ALL OF THAT. UM, FOR EXAMPLE, HAVING A, A 12 LEAD ON A PATIENT, THE GOAL IS 10 MINUTES, AND OUR AVERAGE IS THREE MINUTES FROM THE TIME WE ARRIVE TO GET THAT EKG, SO THAT WE CAN DETERMINE IF THEY NEED TO GO TO A HOSPITAL THAT HAS A STEMI CENTER. SO THAT'S PART OF THE, WHAT THE WARD RECOGNIZES, AND THAT'S WHAT OUR CREWS HERE DO. UM, SO WE'RE VERY GRATEFUL. AND SO BECAUSE OF THAT, WE HAVE SOME REALLY GREAT OUTCOMES THAT WE WANNA SHARE WITH YOU. AND, UM, IF YOU LOOK ON THE, ON THE SIDE HERE, THIS TOP, UH, LEFT IS, UM, A, A COMPARISON OF OUR CARDIAC ARREST, UM, DATA THAT'S CALLED A CARE, UH, CARES DATA, WHICH IS CARDIAC ARREST, UH, REGISTRY FOR ENHANCED SURVIVAL. SO THEY LOOK AND THEY COMPARE US COMPARED TO, UM, UH, RANCHO FIRE COMPARED TO, UM, OUR WHOLE INLAND COUNTY, UH, SAN BERNARDINO COUNTY AREA. AND THEN WE COMPARE OUR NUMBERS TO CALIFORNIA AND NATIONALLY. AND, UH, WHAT WE'RE LOOKING AT IS SPECIFICALLY STEIN [00:10:01] CRITERIA, WHICH I'LL JUST BRIEFLY, THAT IS A PATIENT WHO HAS A SUDDEN CARDIAC ARREST THAT HAS A VENTRICULAR FIBRILLATION, WHICH MEANS THEY HEART IS NEEDING TO BE SHOCKED. AND THEY HAVE, UM, UH, THIS IS WHAT THE STEIN CRITERIA, BUT THE, THE NUMBER TO LOOK AT IS THE BYSTANDER STEIN CRITERIA. THAT IS WHAT MATTERS BECAUSE, UM, YOU KNOW, WE, WE CAN DO A LOT BECAUSE WE CAN GET THERE QUICK AND WE GIVE GOOD CARE. BUT WHEN CITIZENS STEP IN, IT MAKES A BIG DIFFERENCE IN THE, IN THE OUTCOME. AND IF YOU LOOK HERE AT THE, UM, BOTTOM RIGHT WITH THE GOOD MODERATE CEREBRAL PERFORMANCE, UM, WHAT THAT MEANS IS, IS IF THEY HAVE GOOD, SO WE HAVE 12%. WHEN YOU LOOK AT THE COUNTY, IT'S ABOUT 6%. WHEN YOU LOOK AT CALIFORNIA SIX POINT A HALF AND NATIONALLY, 8%. SO WE'RE QUITE ABOVE THE NATIONAL AVERAGE FOR PATIENTS THAT HAVE A CARDIAC ARREST THAT, UH, WITNESSED AND THAT HAD BYSTANDER CPR. AND THE REASON THAT OUTCOMES ARE SO GOOD, NOT ONLY BECAUSE WE HAVE CITIZENS THAT STEP UP, BUT WE HAVE CREWS THAT GET THERE AND ARE WELL-TRAINED, AND THEY GET THERE IN A TIMELY MANNER AND, AND MAKE A DIFFERENCE. AND SO, UM, THAT'S WHAT WE'RE REALLY EXCITED ABOUT, AND WE HOPE, UM, THAT WE CAN ENCOURAGE ALL OF YOU TO, UM, BECOME CITIZENS THAT TAKE A PART IN HELPING US. SO I WANNA TALK ABOUT A, AN APP AND A, A, A FEATURE THAT WE HAVE IN OUR WHOLE COUNTY AND ALSO THROUGHOUT THE STATE. THERE'S A LOT OF COUNTIES THAT DO THIS, BUT THIS IS, UM, BYSTANDER. CPR, WE KNOW SAVES LIVES. SO HOW DO WE GET YOU THERE? AND THIS IS AN APP. IF, IF YOU SEE THIS CIRCLE, THIS IS AN ACTUAL CALL, THE CARDIAC ARREST IN A PUBLIC PLACE WILL ALERT RESPONDERS THAT HAVE THIS APP. THESE YELLOW FOLKS ARE THE RESPONDERS THAT WERE ACTUALLY IN THE AREA WITHIN A QUARTER MILE RADIUS, UH, TO THAT CALL, I'LL, I'LL SHOW YOU ONE OTHER LITTLE THING. SO THE AMERICAN HEART ASSOCIATION REFERS TO IT AS THE CHAIN OF SURVIVAL FROM A CARDIAC EVENT OR CARDIAC ARREST TO HOPEFUL SURVIVAL IN THAT, UH, PATIENT BEING ABLE TO WALK OUT OF THE EMERGENCY ROOM, OUT OF THE HOSPITAL NEUROLOGICALLY INTACT. AND IT DOES TAKE MANY DIFFERENT LAYERS TO ACCOMPLISH THAT, THAT FIRST LAYER. UM, OUR PARTNERS IN THE HOSPITAL HERE AT LOCALLY, SAN ANTONIO REGIONAL BEING THE CLOSEST ONE, AND ALL THROUGHOUT THE REGION, HAVE DONE A FANTASTIC JOB OF REALLY RAISING AWARENESS AMONGST OUR COMMUNITY MEMBERS OF THE SIGNS AND SYMPTOMS OF A HEART ATTACK AND STROKE. AND ALL OF US BEING AWARE OF WHAT THOSE ARE AND, AND RECOGNIZING THEM AND OUR LOVED ONES OR OUR FRIENDS, IF THEY'RE PRESENTING WITH THOSE AND MAKING EARLY NOTIFICATION. 9 1 1 CPR TRAINED CITIZENS, AS SANDY SAID, THAT IS REALLY WHERE THE MAGIC HAPPENS. THAT IS WHERE THE SURVIVAL RATES IN OUR COMMUNITY ARE SKYROCKETING BECAUSE OF THE OUTREACH THAT US MANY OTHER ENTITIES AND PARTNERS WITHIN OUR COMMUNITY ARE DOING TO ENSURE THAT PEOPLE ARE CPR TRAINED HANDS-ON CPR HAS BEEN AROUND FOR A DECADE, AND OUR, OUR, UH, PERSONNEL IN THE FIRE DEPARTMENT ARE DOING A FANTASTIC JOB OF REALLY PROLIFERATING THAT AT EVERY OPPORTUNITY THAT WE HAVE TO HAVE. UH, OUR QUICK RESPONSE BY OUR EMERGENCY RESPONDERS, BY OUR FIRE DEPARTMENT, AND WE REALLY HAVE OUR CITY COUNCIL, UH, FROM YEARS AGO AND TODAY, AS WELL AS, UM, OUR CITY MANAGER AND OUR FIRE CHIEF AND PREVIOUS FIRE CHIEFS FOR HAVING THE FORESIGHT AND THE PLANNING TO RECOGNIZE WHERE THEY NEEDED TO PLACE FIRE STATIONS TO ENSURE THAT THE COMMUNITY HAD, UH, THAT EMERGENCY CARE IN A TIMELY MANNER. UH, ON SCENE CARE, WE HAVE SOME OF THE BEST PARAMEDICS AND EMTS I FEEL IN THE REGION. UM, AND WE HAVE, UH, SOME GREAT COMMUNITY COLLEGE PARTNERS WHO HAVE DONE A FANTASTIC JOB IN ENSURING THAT THEY'RE EDUCATED AND THAT THEY ARE PUTTING OUT THE BEST PRODUCT THAT CAN GO OUT THERE AND TAKE CARE OF OUR COMMUNITY. ALL OF THOSE NUMBERS THAT WE SAW ON THE SLIDE, ALL OF THOSE STEPS THAT WE JUST WENT THROUGH, THEY ALL CAN GET A LITTLE OVERWHELMING IF YOU JUST LOOK AT NUMBERS ON, ITS ON A SCREEN. BUT REALLY THE GOAL OF THAT IS THE HUMAN LIFE. AND IN THIS CASE, THAT POSITIVE OUTCOME, THAT HUMAN LIFE THAT WE'RE GONNA BE TALKING ABOUT HERE IN JUST A MOMENT IS MR. STEELE. MY POINT IS THAT PUBLIC SAFETY ALWAYS OVERRIDES OTHER FACTORS NO MATTER HOW YOU SUGARCOAT IT. THE BOTTOM LINE IS THAT WE ARE HERE TONIGHT BECAUSE OF A SINGLE COMPLAINT. AS YOU KNOW, THE CITY OF RANCHO CUCAMONGA WAS INCORPORATED OVER 45 YEARS AGO AND HAS REALLY TRANSITIONED FROM A LARGELY SUBURBAN LAYOUT TO A MORE URBAN FOCUSED CITY. IN 2020, THE CITY ADOPTED THE GENERAL PLAN, WHICH HAS ALLOWED FOR GROWTH OF URBAN CORES AND CORRIDORS, WHICH WOULD REALLY BENEFIT FROM A STRUCTURED PARKING MANAGEMENT PROGRAM. ADDITIONALLY, WITH THE ANTICIPATED GROWTH IN OUR CITY, INCLUDING THE ARRIVAL OF THE BRIGHT LINE WEST HIGHLINE SPEED RAIL IN 2 20 28, A MORE UNIFIED APPROACH TO HANDLING PARKING DEMANDS WILL BE NEEDED TO EFFECTIVELY MEET THE PARKING NEEDS OF OUR RESIDENTS, OUR BUSINESSES, AND OUR VISITORS. SO A REVIEW OF OUR CURRENT PARKING PROGRAM WAS CONDUCTED BY STAFF, AND OUT OF THAT CAME SOME CHALLENGES, BUT THAT WAS A GOOD OPPORTUNITY FOR US TO TAKE THOSE CHALLENGES AND IDENTIFY SEVEN GOALS THAT WOULD BE APPROPRIATE FOR OUR, OUR NEW PARKING AUTHORITY. SO I WANNA GO THROUGH THOSE GOALS. THE FIRST ONE IS OPTIMIZING UTILIZATION. SO MEANING ENHANCING OUR CURRENT PROGRAM, TAKING THE PAID PARKING PROGRAMS THAT WE CURRENTLY HAVE IN ESTABLISHING A GOOD FOUNDATION WITH THAT, SO THAT CAN BE EXPANDED IN THE FUTURE AS NEW PARKING NEEDS COME ONLINE. THE SECOND ONE IS THE STREAMLINE MANAGEMENT. SO ESSENTIALLY BRINGING ALL THINGS PARKING UNDER ONE UMBRELLA, ONE DEPARTMENT RIGHT NOW, THEY'RE MANAGED IN SEVERAL DIFFERENT DEPARTMENTS, AND THAT LEADS TO A LOT OF COMMUNICATION AND OTHER THINGS THAT, UM, GET FALTERED. THE THIRD ONE IS TO INCREASE COMPLIANCE IN OUR ENFORCEMENT EFFORTS. SO USING OUR CURRENT RESOURCES TO ENHANCE OUR ENFORCEMENT AND ENSURE THAT OUR PARKING REGULATIONS ARE FOLLOWED AND OUR PARKING AREAS ARE SAFE. AND AGAIN, SO THIS CAN BE BUILT UPON. THE FOURTH ONE IS ADOPTING TECHNOLOGY. SO TO UPDATE OUR TECHNOLOGY. SO PERMIT SALES ARE CONSISTENT, OUR PARKING DATABASES ARE UPDATED SO THAT THEY SPEAK TO EACH OTHER. AND THIS ROLLS INTO THE ABILITY TO PROPERLY ENFORCE THOSE AREAS, UM, AND UPDATE THE TECHNOLOGY TO HELP US, OR UPDATING THIS TECHNOLOGY WILL ALSO HELP US TRACK DATA TO IMPROVE FUTURE, UM, PROCESSES THAT WE MAY NEED TO IMPLEMENT. THE NEXT ONE IS BALANCING NEEDS. SO OUR PARKING PROGRAM REALLY NEEDS TO BE ADAPTABLE. NOT ALL PARKING IS THE SAME. ADDITIONALLY, AUTHORITY WILL OVERSEE CITY OWNED LOTS, ENFORCE RULES IN PROHIBITED ON STREET PARKING AREAS, AND MANAGE BOTH EXISTING FACILITIES LIKE EPICENTER AND FUTURE PROJECTS SUCH AS HAVEN CIVIC AND MILLIKEN ISA. THEY ARE REQUESTING THAT THE CITY COUNCIL BIND THAT THE PROJECT DOES NOT QUALIFY FOR THE INFILL EXEMPTION AND, AND RECOMMEND THAT AN EIR OR MITIGATED NEGATIVE DE DECLARATION BE PREPARED FOR THE PROJECT. AND ONE OF THE BENEFITS OF PLACING DENSITY IN AREAS WHERE THERE'S GOOD TRAFFIC FLOW IS THE FACT THAT IT PREVENTS US FROM HAVING TO LOOK AT AREAS THAT ARE ALREADY DEVELOPED IN THE CITY, SOME OF THEM BEFORE INCORPORATION, SOME OF THEM WITH LARGER LOTS AND MUCH LOWER DENSITY. AND THAT'S A HUGE BENEFIT, UM, TO FINDING THESE LOCATIONS WHERE WE CAN DEVELOP THESE LOTS IS THAT WE CAN KEEP OTHER EXISTING NEIGHBORHOODS. I IDEALISTICALLY THE SAME. UM, ALONG WITH COUNCILWOMAN SCOTT, I DID HAVE A LITTLE BIT OF A RESERVATION ABOUT PARKING. ONE OF THOSE WAS IS WE HAD ANOTHER DEVELOPMENTAL OVER ON HERMOSA FOOTHILL, WHERE IN THE VERY BEGINNING, UH, BEFORE THIS COUNCIL WAS ELECTED, THERE WAS, I BELIEVE IT WAS A 25% REDUCTION IN PARKING. AND THIS COUNCIL CERTAINLY FELT THE BURDEN OF THE RESIDENTS WHEN THEY CAME TO PUBLIC COMMENT AND MADE IT CLEAR THAT THERE WAS A VERY SIGNIFICANT PROBLEM THERE. I DID SOME QUICK MATH. THE REDUCTION YOU'RE ASKING FOR IS 6.4%, WHICH IS A LOT LESS THAN 25%. SO I'M, I'M GLAD TO SEE THAT. I'M GLAD TO TO HEAR THAT SOME TIME AND EFFORT AND, UH, BRAIN POWER HAS BEEN PUT INTO THE PARKING PLAN. ONE OF THE OTHER CHALLENGES THAT WE HAD WITH THAT OTHER BUILDING ON HERMOSA FOOTHILL IS THAT, UH, THAT PROPERTY WAS DEVELOPED AND THEN SOLD. SO A LOT OF THE COMMITMENTS THAT WE HAD FROM THE ORIGINAL DEVELOPER, UM, DID NOT TRANSFER TO THE NEXT LINE OF OWNERSHIP. SO THIS IS SOMETHING I CERTAINLY LEARNED FROM IT. ANOTHER ACCESS POINT IS ON MUSTANG ROAD. THIS TRAIL CONNECTS SOUTH ALL THE WAY TO WILSON AVENUE. THE THIRD ACCESS POINT WAS ALSO ESTABLISHED AT THE TERMINUS OF ARABIAN DRIVE, BUT WAS REPLACED WITH A FENCE AND KEYED GATE ACCESS IN 2004. CONFLICT BEGAN IN THE EARLY TWO THOUSANDS. AS LITTLE LEAGUE PARK USERS FOUND ARABIAN DRIVE A CLOSE AND CONVENIENT ACCESS POINT TO THE BASEBALL FIELDS AT THE SOUTH END OF HERITAGE PARK. THIS RESULTED IN ILLEGAL BLOCKING OF DRIVEWAYS, PARKED CARS ON THE STREET, PREVENTING RESIDENTS FROM PUTTING OUT GARBAGE CANS FOR COLLECTION IN A TIMELY MANNER AND SAFETY HAZARDS FOR PLAYERS ACCESSING THE PARK. STAFF WORKED WITH LITTLE LEAGUE TO HELP ALLEVIATE THE PROBLEMS AT THAT TIME, BUT ISSUES CONTINUED TO PERSIST IN 2004 AT THE RECOMMENDATION OF THE PARKS AND RECREATION COMMISSION AND DIRECTION FROM COUNCIL. A FENCE WITH A LOCKABLE GATE WAS INSTALLED EARLIER THIS YEAR. A RESIDENT IN THE AREA INQUIRED ABOUT ACCESS AND STAFF NOT UNDERSTANDING ALL OF THE BACKGROUND, BEGAN REVIEWING THE ISSUE. STAFF ASKED THE PLANNING COMMISSION TO REVIEW THE ISSUE AND PROVIDE A RECOMMENDATION TO THE COUNCIL. ON JULY 10TH, 2024, WE INVITED ALL RESIDENTS ALONG ARABIAN DRIVE MUSTANG ROAD, AND SHOW WALTER COURT TO PROVIDE, COMMENT AND ATTEND THE HEARING. RESIDENTS SUBMITTED EMAILS AND SPOKE AT THE MEETING AGAINST REOPENING THE GATE, STATING CONCERNS THAT CONFLICT WILL RESUME BETWEEN PARK RES USERS AND RESIDENTS. THE PLANNING COMMISSION CONSIDERED RESIDENCE CONCERNS AND EXISTING GENERAL PLAN POLICIES AND PROVIDED TWO RECOMMENDED OPTIONS. OPTION ONE WOULD BE TO REPLACE THE GATE WITH A PERMANENT FENCE OR OTHERWISE REMOVE THE LOCK TO RESTRICT KEYED ACCESS. ACCESS TO THE PARK WOULD CONTINUE TO BE AVAILABLE VIA THE TRAIL ON MUSTANG ROAD. OPTION TWO WAS TO MAKE NO CHANGES AND LEAVE THE GATE AS IS STAFF FEELS. OPTION TWO IS NOT NECESSARILY A VIABLE ALTERNATIVE BECAUSE THE PURPOSE OF THE GATE WAS FOR IT TO BE OPEN FOR PUBLIC ACCESS, EXCEPT DURING GAMES AND PRACTICES. ONLY THEN WAS IT TO BE LOCKED. CITY MAINTENANCE STAFF WAS DESIGNATED AS AS RESPONSIBLE FOR CLOSING THE GATE BEFORE PRACTICES OR GAMES AND REOPENING IT THE NEXT MORNING. HOWEVER, INCREASED USAGE OF THE PARK AND LACK OF FUNDING IN DISTRICT PD 85 MAKES IT IMPRACTICAL FOR STAFF TO OPEN AND CLOSE THE GATE TWICE A DAY, SIX DAYS A WEEK. AND THE GATE HAS REMAINED IN A LOCKED STATE. THE ORIGINAL POLICY STATE SELECT RESIDENTS WOULD BE GIVEN A KEY SO THEY COULD MAKE SURE THE GATE IS KEPT LOCKED IF LEAVING IT UNLOCKED BECAME AN ISSUE. PERMANENT CLOSURE OF THE GATE IS RECOMMENDED TO CONTINUE TO PREVENT CONFLICTS BETWEEN RESIDENTS AND PARK USERS AND CREATE EQUAL ACCESS FOR ALL TO THE PARK IN THE NEIGHBORHOOD VIA THE TRAIL ON MUSTANG ROAD. THE MAIN CONCERNS OF THIS COMMUNITY WERE THE SAFETY CONCERNS. UM, AT THE TIME, IF THE GATE IN THIS CUL-DE-SAC WERE TO BE OPENED AND MADE AS AN ACCESS POINT TO THE PARK, THEY EXPRESSED STEEP CONCERNS FOR THE SAFETY OF NOT ONLY THE RESIDENTS OF THIS COMMUNITY, BUT ALSO THE LITTLE LEAGUE PLAYERS AND FAMILIES THAT WOULD BE RUSHING TO AND FROM THE FIELDS UTILIZING THIS STREET AS A MEANS OF A SHORTCUT. THEY HAD WITNESSED TOO MANY CLOSE CALLS ON THE LIVES OF MANY YOUNG ATHLETES THAT WERE WALKING IN VEHICLES THAT WERE RUSHING AND GOING TOO FAST. ANOTHER CONCERN THEY HAD WAS THE IMPACTS PARKING WOULD HAVE ON THEIR STREETS, GIVEN THAT IN PRIOR YEARS LONG AGO, THEY WERE SIGNIFICANT AND VERY MUCH A PROBLEM FOR THE RESIDENTS. THE STREETS ARE NARROWER IN THIS COMMUNITY, WHICH WOULD CREATE A SIGNIFICANT PROBLEM AND CONCERNS FOR THE RESIDENTS. THIS COMMUNITY IS A RARE GEM IN OUR CITY. IT IS ONE WHERE EVERYONE KNOWS THEIR NEIGHBORS AND HAS GENUINELY CARES FOR THE BEST INTERESTS OF ONE ANOTHER. I LOVE THE OPPORTUNITY TO MEET THEM ALL. THEY WERE LIKE, UM, I'M SORRY. THEY WOULD LIKE THEIR COMMUNITY TO BE LEFT AS IS WITHOUT ANY CHANGES MADE TO THEIR CURRENT SITUATION. I ALSO RECOGNIZE THOUGH, THAT THERE ARE OTHER COMMUNITIES THAT HAVE THE SAME ISSUE POTENTIALLY ARISING WITH GATE ACCESS. I WOULD LIKE TO NOT ONLY CONSIDER THIS NEIGHBORHOOD, BUT ALL THAT COULD POSSIBLY BE AFFECTED IN THE FUTURE. BY THE SAME SITUATION, IT IS OF MY OPINION THAT FOR THE PROTECTION OF THIS COMMUNITY, OTHERS THROUGHOUT THE CITY, IT WOULD BE BEST TO MOVE IN THE DIRECTION OF A PERMANENT GATE. AND A NUMBER OF YEARS AGO, THE SERVICE STATION WAS SUCCESSFUL IN COMBINATION OF FUNDRAISING AND GRANTS AND, AND EVERYTHING. UM, WE'RE ALSO STARTING TO SEE SOME RESULTS FROM, FROM THOSE EFFORTS. UM, WE DID MEET WITH, UH, PHIL'S COFFEE, FOR EXAMPLE, AT, UH, THE 2023 ICSC CONFERENCE, AND YOU PROBABLY HAVE ALL HEARD BY NOW THAT THEY ARE GOING TO OPEN UP A LOCATION IN VICTORIA GARDENS. THEY'RE, THEY'RE GETTING CLOSE TO OPENING THEIR OPERATION, SO WE'RE STARTING TO SEE OUR EFFORTS PAY OFF. UM, THERE'S A COUPLE OF OTHERS THAT WE CAN'T YET ANNOUNCE, BUT ARE, ARE MOVING, MOVING ALONG IN THE PROCESS. SO WE'LL KEEP YOU UPDATED AND, AND POSTED ON THOSE THINGS AS WE ALWAYS DO. ANOTHER THING THAT I WANTED TO, UH, SHARE WITH YOU ALL IS SOME CUSTOMER SERVICE RELATED INFORMATION. A WHILE BACK, DURING ONE OF THESE PRESENTATIONS, WE TALKED TO YOU A LITTLE BIT ABOUT, UM, THE SURVEY THAT FOLKS CAN TAKE WHEN THEY, THEY VISIT THE PUBLIC COUNTER, UM, OVER THE LAST QUARTER. UH, YOU SEE SOME OF THOSE, THOSE STATISTICS THERE ON THE SCREEN. SO 90% OF THE VISITORS THAT PARTICIPATED IN THAT SURVEY SAID THAT THEY, UH, RECEIVED SERVICE THAT, UH, WAS EITHER THAT WAS SATISFACTORY, UH, OR OUTSTANDING. ALSO, WE FIND IT INTERESTING THAT, UH, VISITORS WERE MOST HAPPY WITH OUR SERVICE DURING THE 11:00 AM AND 12:00 PM HOURS. UM, WEDNESDAYS, 96% OF THE VISITORS THAT TOOK THE SURVEY RECEIVED OUTSTANDING CUSTOMER SERVICE. WHY? I AM NOT CERTAIN, BUT THAT'S JUST WHAT, UH, WAS REPORTED. UH, LEAST HAPPY TIME WAS LATE AFTERNOONS, PROBABLY RIGHT BEFORE, UH, THE COUNTER WAS GETTING, GETTING READY TO CLOSE. BUT, UH, WE FIND THIS PRETTY INTERESTING. WE'LL CONTINUE TO, TO MONITOR IT AND SEE HOW, HOW THINGS GO AND CHANGE OVER TIME. UH, ONE OTHER THING THAT I WANTED TO SHARE WITH YOU [02:00:01] IS, UH, AN APPROACH TO CUSTOMER SERVICE. UH, AS YOU SEE BY THESE NUMBERS, THERE'S TONS OF TRAFFIC AT, AT THE PUBLIC COUNTER. SO AT LEAST FROM THE PLANNING AND ECONOMIC DEVELOPMENT SIDE, WE'VE DEVELOPED A FEW DIFFERENT, UH, ITEMS FOR STAFF TO HELP THEM, UH, IN THEIR CUSTOMER SERVICE AND PROVIDE BETTER CUSTOMER SERVICE. SO WE ADOPTED, AGAIN, A COUPLE OF DIFFERENT THINGS. ONE OF WHICH IS A SIMPLE, UH, ASAP APPROACH TO CUSTOMER SERVICE. UH, PRETTY STRAIGHTFORWARD. THE FIRST A FOR ACKNOWLEDGE. SO ACKNOWLEDGE THE QUESTION OR THE ISSUE, THE S SYMPATHIZE. LET LET THE CUSTOMER KNOW, UH, THAT YOU UNDERSTAND THEM, THEIR PERSPECTIVE, WHERE THEY'RE COMING FROM. UH, THE SECOND, A ACCEPT RESPONSIBILITY, IT'S STAFF'S JOB TO BE 100% RESPONSIBLE FOR GUIDING THAT INTERACTION TO A SUCCESSFUL, UH, COMPLETION OR RESOLUTION. AND THEN P PREPARE TO HELP. UM, QUARTER TWO WAS ANOTHER BUSY QUARTER FOR COMMUNITY DEVELOPMENT AND BUILDING SAFETY. UH, THE COUNTER STAFF HAD 360 VISITS. WE HAD 2011 TEXTING CONTACTS, WHICH WAS UP FROM THE PREVIOUS QUARTER, ALMOST 3,900 PHONE CALLS, TWENTY TWO HUNDRED AND FIFTY THREE INSPECTIONS. WE WERE ABLE TO ISSUE 977 BUILDING PERMITS. WE HAD 773 NEW PLAN CHECK SUBMITTALS, AND WE WERE ABLE TO FINAL 40 NEW CONSTRUCTION, UH, PERMITS. SO IN TERMS OF NEW CONSTRUCTION, THE SANCTITY HOTEL, THE 68 ROOM BOUTIQUE HOTEL ON BASELINE HAS CONTINUED ITS PROGRESS AND IS CURRENTLY INSTALLING THE FINISHES AND COMPLETING THE RIGHT OF WAY IMPROVEMENTS. THE PHOTOS YOU SEE ARE FROM THE ROOFTOP DECK AND BAR. THE BAR WILL FEATURE A SMALL, UH, MENU OF FOODS AND DESSERTS, SO PATRONS WILL BE ABLE TO ENJOY THE VIEW AND SOME FOOD AND COCKTAILS AT THE SAME TIME. UH, THE NEXT IS, UH, 1 1 2 8 0 JERSEY BOULEVARD. IT'S 160,000 SQUARE FOOT TIL UP BEING CONSTRUCTED ON THE CORNER OF JERSEY OF MILLIKEN ACROSS FROM OUR, UH, FIRE TRAINING CENTER. ALL THE WALLS ARE NOW COMPLETED AND THEY'RE WORKING ON THEIR ROOF DIAPHRAGM. IN TERM OF RESIDENTIAL, WE HAVE SOME BIGGER PROJECTS THAT HAVE BEGUN. SO THE RICHLAND PROJECT, 151 ACRE PROJECT LOCATED AT THE CORNER OF ELWANDA AND WILSON HAS BEGUN THEIR GRADING ACTIVITIES TO PREPARE FOR STORMWATER DRAINAGE AND BUILD THE PADS FOR THE PROPOSED 358 SINGLE FAMILY HOME DEVELOPMENT. UH, THE SYCAMORE HEIGHTS PROJECT, A 24 ACRE SITE LOCATED ON FOOTHILL, HAS BEGUN THEIR GRADING AND UNDERGROUND INFRASTRUCTURE INSTALLATION FOR THE PROJECT, WHICH CONSISTS OF 175 ATTACHED CONDOMINIUM UNITS. I CAN TELL YOU I WAS OUT THERE LAST WEEK AND THE GRADING THEY'RE DOING IS VERY IMPRESSIVE WHAT THEY'RE DOING TO THAT HILL. UM, DOWN AT THE BOTTOM YOU HAVE THE ALTE COVE PROJECT, WHICH IS 122 UNIT MIXED, UH, USE BUILDING ON THE CORNER OF FOOTHILL IN AWANDA. THEY CONTINUE TO MAKE PROGRESS THERE. THEY'RE COMPLETING THE INSTALLATION OF THEIR DRYWALL, I'M SORRY, THEY HAVE COMPLETED THE INSTALLATION OF THE DRYWALL AND ALL THE UNITS AND THEY'RE BEGINNING TO INSTALL, INSTALL ALL THEIR FINISHES. ONE THING IS, IF YOU LOOK AT THE PICTURE THERE, THIS IS, I'VE BEEN DOING THIS QUITE A LONG TIME. IT'S THE FIRST TIME I'VE COME ACROSS THIS. SO THE POOL AND THE SPA ARE ACTUALLY INTEGRATED INTO THE PODIUM DECK FOR THE BUILDING. SO WHAT'S BELOW THAT IS THE SUBTERRANEAN PARKING.
