SO THIS IS WHAT HAPPENS WHEN WE DON'T HAVE THE VERY IMPORTANT PEOPLE WHO DO ALL OF THE WORK BEHIND THE SCENES.

THIS IS WHAT HAPPENS WHEN THEY ARE UP HERE BEING RECOGNIZED FOR ALL THAT THEY DO.

THREE VERY SPECIAL THINGS THAT THEY DO IS THEY BRING INTEGRITY AND TRANSPARENCY TO WHAT WE DO IN CITY GOVERNMENTS, GOVERNANCE.

AND THEY ALSO PROVIDE THE STABILITY THAT WE NEED IN OUR CITY TO ENSURE THAT WE CAN DO THE WORK EVERY SINGLE DAY AND MOST IMPORTANTLY, THE COMMUNITY ENGAGEMENT AND OUTREACH.

SO WE WANNA THANK YOU FOR WHAT YOU DO EVERY SINGLE DAY THAT NOBODY SEES.

AND IT BECOMES REALLY OBVIOUS WHEN YOU'RE UP HERE AND THERE'S NO ONE SITTING IN THE SEATS.

SO WE HAVE A, A RECOGNITION THAT WE WOULD LIKE TO SHARE WITH YOU.

IT'S A PROCLAMATION THAT I WOULD LOVE FOR YOU TO DISPLAY AND IT READS, WHEREAS THE OFFICE OF THE PROFESSIONAL MUNICIPAL CLERK, A TIME HONORED AND VITAL PART OF LOCAL GOVERNMENT EXISTS THROUGHOUT THE WORLD.

AND WHEREAS THE OFFICE OF THE PROFESSIONAL MUNICIPAL CLERK HELPS PROVIDE THE PROFESSIONAL LINK BETWEEN THE CITIZENS, THE LOCAL GOVERNING BODIES AND AGENCIES OF GOVERNMENT AT ALL LEVELS.

WHEREAS PROFESSIONAL MUNICIPAL CLERKS HAVE PLEDGED TO BE EVER MINDFUL OF THEIR NEUTRALITY AND IMPARTIALITY RENDERING EQUAL SERVICE TO ALL.

AND WHEREAS THE PROFESSIONAL MUNICIPAL CLERK SERVES AS THE FIRST POINT OF CONTACT FOR INFORMATION ON FUNCTIONS OF LOCAL GOVERNMENT AND COMMUNITY.

AND WHEREAS IT IS MOST APPROPRIATE THAT WE RECOGNIZE THE ACCOMPLISHMENTS OF THE OFFICE OF THE PROFESSIONAL MUNICIPAL CLERK.

SO WHEREAS BUSINESSES CONTRIBUTE SIGNIFICANTLY TO THE STRENGTH OF OUR COMMUNITY BY FOSTERING JOB CREATION, ADVANCING INNOVATIVE TECHNOLOGIES, AND SUPPORTING A DIVERSE WORKFORCE THAT ENHANCES AND SUSTAINS OUR COMMUNITY'S ECONOMIC WELLBEING.

I AM THE COMMUNITY PROGRAMS COORDINATOR FOR HEALTHY RC AND I HELP TO OVERSEE OUR, UM, HEALTHY RC YOUTH LEADER PROGRAM.

MY NAME, MY NAME IS JAMILA MICHELLE SNYDER.

I'M A JUNIOR AT JOSHUA CENTER CHRISTIAN ACADEMY.

I'M PART OF THE HILL PRC YOUTH LEADERS PROGRAM.

TODAY WE'RE EXCITED TO SHARE MORE ABOUT OUR EXPERIENCE ADVOCATING FOR YOUTH HOMELESSNESS IN SACRAMENTO.

SO JUST A QUICK OVERVIEW ON OUR HEALTHY RC UM, YOUTH LEADER PROGRAM.

IT IS A PROGRAM THAT EMPOWERS YOUTH TO PROMOTE HEALTH FOCUS POLICY AND SYSTEM CHANGES.

IN RANCHO CUCAMONGA, WE FOCUSED ON FOUR KEY HEALTH PRIORITIES FOR OUR CITY, INCLUDING MENTAL HEALTH, WORKFORCE DEVELOPMENT, OPIOID PREVENTION, AND HOMELESSNESS.

AND THE YOUTH LEADERS WHO ATTENDED THE, UM, YOUTH EMPOWERMENT SUMMIT WERE PART OF THE HOMELESSNESS GROUP.

A LITTLE BIT ABOUT THE SUMMIT WE ATTENDED, SO SAN BERNARDINO COUNTY SUPERINTENDENT OF SCHOOLS INVITED FOUR OF OUR YOUTH LEADERS TO ATTEND THE YOUTH EMPOWERMENT SUMMIT, WHICH TOOK PLACE SUNDAY, APRIL 19TH THROUGH TUESDAY, APRIL 21ST.

AND THIS WAS A SUMMIT THAT BROUGHT TOGETHER YOUNG LEADERS AND COMMUNITY PARTNERS TO FOCUS ON YOUTH ADVOCACY, LEADERSHIP DEVELOPMENT AND SOLUTIONS TO PREVENTING AND ENDING YOUTH HOMELESSNESS.

SO OVER THE CO COURSE OF THREE DAYS, STUDENTS WERE ABLE TO ENGAGE IN LEARNING MORE ABOUT HOW TO, UM, EFFECTIVELY ADVOCATE FOR, UM, BILLS AND LAWS IN AT, AT THE CAPITOL.

THEY ALSO PARTICIPATED IN MULTIPLE WORKSHOPS WHERE THEY DEEPENED THEIR UNDERSTANDING OF HOMELESSNESS AND LEARNED ABOUT THE STATE'S PLANS AND GOALS TO PREVENT AND END YOUTH HOMELESSNESS.

AND THEY ENDED THEIR VISIT BY, UM, GOING TO THE CAPITOL AND MEETING WITH LEGISLATORS.

SO DURING THE SUMMIT, THESE STUDENTS WERE ABLE TO LEARN SO MUCH.

SOME OF THE THINGS THEY LEARNED WERE THAT 50% OF CHRONICALLY HOMELESS INDIVIDUALS HAD THEIR FIRST EXPERIENCE OF HOMELESSNESS WHEN THEY WERE YOUTH UNDER THE AGE OF 25, WHICH IS WHY IT'S CRUCIAL THAT WE INTERVENE EARLY TO PREVENT A PIPELINE INTO CHRONIC HOMELESSNESS.

THEY ALSO LEARNED THAT A AVAILABLE DATA SHOWED THAT YOUTH EXPERIENCING HOMELESSNESS ARE HIGHLY UNDERREPRESENTED.

HOWEVER, NEARLY 48,000 UNACCOMPANIED YOUTH AND YOUNG ADULTS ACCESS SERVICES IN 2024.

SO THIS IS ALL TO SAY THAT YOUTH ARE OFTEN FORGOTTEN IN CONVERSATIONS, UM, ABOUT HOMELESSNESS AND IT'S VITAL THAT WE'RE INTERVENING EARLY TO PROVIDE THOSE SERVICES, THOSE SUPPORTS AND OPPORTUNITIES TO

OUR YOUTH.

AND I WILL PASS IT ON TO JAMILA.

THIS IS A SHORT VIDEO THAT WE DID IN FRONT OF THE CAPITOL, UH, TALKING ABOUT WHAT WE WERE ADVOCATING FOR.

UM, I THINK I MIGHT HAVE TO TURN UP, IS THERE A WAY TO TURN ON THE SOUND? WE ARE HEALTHY RC YOUTH LEADERS AND I'M KAVIA.

AND WE ARE IN DOWNTOWN SACRAMENTO TODAY IN FRONT OF THE CAPITOL.

AND WE RECENTLY ATTENDED THE YOUTH EMPOWERMENT SUMMIT WHERE WE GOT TO VOCALIZE DISCUSSIONS REGARDING MITIGATING HOUSING INSECURITY WITHIN THE YOUTH POPULATION.

A HIGHLIGHT OF OUR TRIP WAS MEETING THE ELECTED OFFICIALS WHO REPRESENT RANCHO CUCAMONGA IN SACRAMENTO.

WE UTILIZED SKILLS, WE LEARNED AND MET WITH LEGISLATORS TO ADVOCATE FOR INCREASED FUNDING AND SUPPORT FOR YOUTH EXPERIENCING HOMELESSNESS.

WE ALSO RECEIVED A TOUR OF THE CAPITOL AND WE WERE ABLE TO VISIT THE CA ASSEMBLY CHAMBER AND MEET ASSEMBLY MEMBER RAMOS.

THIS IS THE EXPERIENCE, THIS IS EXPERIENCE THAT YOUTH LEADER KA KAKA HAD.

SHE SAID THAT HER EXPERIENCE AT THE YOUTH EMPOWERMENT SUMMIT GAVE HER EXPOSURE TO NEW PERSPECTIVES, OPPORTUNITIES AND RESOURCES SHE WAS NOT AWARE OF PRIOR.

AS A YOUTH LEADER WORKING TOWARDS AIDING THE HOUSING CRISIS IN HER CITY, SHE FOUND IT TO BE INSIGHTFUL AND LEFT WITH KNOWLEDGE OF CERTAIN BILLS, WHAT HER CITY IS DOING TO MY MITIGATE THE CRISIS AND HOW SHE CAN HELP MOST EFFECTIVELY.

FOR ME PERSONALLY, IT WAS INSPIRING TO SEE HOW PASSIONATE OTHER YOUTH WERE IN ADVOCATING FOR THEIR RIGHTS.

THEIR BOLDNESS AND DETERMINATION SHOWS HOW IMPORTANT YOUTH VOICES ARE IN CREATING CHANGE.

AND LASTLY, WE'D LIKE TO INVITE YOU ALL TO ATTEND OUR HEALTHY RC YOUTH LEADER FINAL PRESENTATIONS.

I'M HERE TONIGHT TO SHARE INFORMATION ABOUT SOME OF OUR PROGRAMS AND SERVICES.

OUR ORGANIZATION OFFERS SUBSTANCE USE PREVENTION PROGRAMS SUCH AS IN-SCHOOL DRUG EDUCATION, PRO PRESENTATIONS.

WE CALL THOSE OUR ALCOHOL AND OTHER DRUGS PRESENTATIONS.

AND THE TOPICS INCLUDE ALCOHOL, CANNABIS, VAPING, AND OPIOIDS, ALONG WITH COPING SKILLS AND HEALTHY ALTERNATIVES.

AS A PART OF THAT TRAINING, WE GIVE OUT NARCAN FOR FREE.

YEAH, INTENTIONALLY BUILD, RESTORE, AND STRENGTHEN TRUST BETWEEN PEOPLE AND THE SYSTEMS THAT SHAPE THEIR LIVES WHILE INSPIRING NEW IDEAS, DEEPER COLLABORATION AND MEANINGFUL PROGRESS.

OUR CONFERENCE WILL FEATURE MORE THAN 25 BREAKOUT SESSIONS COVERING TOPICS SUCH AS HEALTH AND WELLNESS, LEADERSHIP BUILDING AND WORKFORCE DEVELOPMENT.

THERE WILL BE A NUMBER OF BREAKOUT SESSIONS GEARED TOWARDS EQUIPPING TEENS AND YOUNG ADULTS WITH VALUABLE LIFE SKILLS.

AND, UM, OUR UTILITIES WERE WIRED BACKWARDS WITH OUR NEIGHBORS.

SO WE WERE PAYING THEIR BILL AND THEY WERE PAYING OURS AND THEIRS JUST HAPPENED TO BE MUCH HIGHER THAN OURS.

AND SO THE, UH, SITUATION WAS CORRECTED.

THEY DID COME OUT AND FIX IT, BUT, UM, UNTIL WE CALLED THEM OUT TO CHECK 'EM, UH, WE DIDN'T KNOW WHAT THE ISSUE WAS.

AND SO WHEN I SPOKE WITH THE UTILITY COMPANY, THEY GIVE ME A VERY NONCHALANT, UH, IT HAPPENS ALL THE TIME, WHICH I HOPE IT DOESN'T, UH, BECAUSE UH, IT WOULD SEEM A LITTLE UNACCEPTABLE FOR, UH, AN EGREGIOUS ERROR LIKE THAT TO BE OCCURRING ALL THE TIME.

SO, UM, I JUST WANTED TO BRING THAT TO YOUR ATTENTION AND HOPEFULLY, UM, YOU CAN LOOK INTO THE MAINTENANCE OF, UH, THE UTILITIES.

UH, AND THEN THE OTHER ISSUE I WANTED TO BRING UP WAS WE'VE HAD, UM, DHS ON OUR PROPERTY, UH, A COUPLE TIMES AND I WANTED TO KNOW AS CONSTITUENTS WHAT POWER WE HAVE, UH, TO CALL THE AUTHORITIES OR CONFRONT THEM OR WHAT YOUR ADVICE WOULD BE IF WE ENCOUNTER A SITUATION LIKE THAT.

AND THEY'RE VERY RESPONSIVE AND I APPRECIATE THAT VERY MUCH.

THEY SHOW UP, THEY CHASE OUT AND 10 MINUTES LATER THERE'S A NEW CREW IN THERE AND YOU KNOW, IT'S CLEARLY PAR UH, IT'S CLEARLY MARKED WITH SIGNS EVERYWHERE.

PEOPLE LOVE IT, BUT THEY ALSO SEEM TO NOT RESPECT IT.

YOU KNOW, AND THE PROBLEM ALSO TOO, I UNDERSTAND A LOT OF IT'S ON EDISON'S PROPERTY AND THEY'RE NOT GONNA DO ANYTHING.

ALL EDISON WANTS IS A THROUGHWAY FOR ACCESS TO THE POWER LINES SERVICE, SERVICE ROADS.

THAT'S FINE.

SO THERE NEEDS TO BE A GATE THERE.

UM, AND BESIDE THAT GATE, IF SOMETHING LIKE THIS, UH, LIKE A WALKWAY, JUST A FENCE, A A A DECOMPOSED GRANITE TRAIL THAT CAN BE PUT ALONG THERE, THIS WOULD PREVENT PEOPLE FROM PARKING THERE ALL NIGHT LONG.

AND I MEAN, WE CAN'T POLICE OUT OF THIS SITUATION.

THEY'VE GOT BETTER THINGS TO DO, HONESTLY, BUT SOMETHING TO PERMANENTLY STOP THAT.

THE PROBLEM WAS UP ABOVE BY THE, THE AWANDA PRESERVE.

THERE WAS A BIG PROBLEM UP THERE.

THEY PUT KRAS IN THAT TOOK CARE OF IT.

THE PARTY'S NOW DOWN NEXT TO MY HOUSE, THOUGH IT, THE PARTY DIDN'T GO AWAY.

WE NEED TO MAKE IT GO AWAY SOMEHOW, PERMANENTLY.

SO I THINK A TRAIL LIKE THIS, WHICH COULD ACTUALLY EXTEND ALL THE WAY UP TO THE PRESERVE.

'CAUSE RIGHT NOW WITH THOSE KRAS PEOPLE ARE WALKING ON THE STREET WITH THEIR FAMILIES AS CARS ARE GOING UP AND DOWN, IT'S KIND OF UNSAFE.

SO IT WOULD BE A REALLY NICE ADJUNCT FOR THE AREA TO HAVE SOMETHING THAT LOOKS LIKE THAT INSTEAD OF KRAS OR WHATEVER OR SOMETHING TO PREVENT PEOPLE FROM GOING UP THERE ALL NIGHT LONG.

IN SEPTEMBER OF 2025, HAMILTON'S FAMILY BREWING OPENED AT THE CORNER OF MAIN STREET AND ARCHIBALD AVENUE.

SOON AFTER RESIDENTS RAISED CONCERNS ABOUT PARKING, NOISE AND LITTER.

CITY COUNCIL HELD ADMINISTRATIVE HEARINGS ON DECEMBER 17TH, 2025 AND APRIL 1ST, 2026.

TO HEAR FEEDBACK FROM THE COMMUNITY, ONE OF THE MAIN REQUESTS WAS TO CREATE A RESIDENTIAL PERMIT PARKING DISTRICT.

IN RESPONSE, STAFF REPAIR PETITION FOR THE HOMES ALONG MAIN STREET, EAST OF ARCHIBALD AND ALONG REED AVENUE BETWEEN MAIN STREET AND FARHAM BOULEVARD.

THE PETITION WAS GIVEN TO A NEIGHBORHOOD REPRESENTATIVE TO GATHER SIGNATURES FOLLOWING OUR STANDARD PRACTICE FOR SIMILAR REQUESTS.

STAFF RECEIVED THE PETITION ON APRIL 1ST, 2026.

UPON REVIEW, STAFF FOUND THAT THE PETITION AREA HAD BEEN EXPANDED BEYOND THE ORIGINAL BOUNDARY TO INCLUDE RESIDENTS ON MAIN STREET, EAST OF ARCHIBALD REED STREET FROM MAIN STREET TO FARON FARON BOULEVARD FROM ARCHIBALD AVENUE, OSA AVENUE, LONDON AVENUE, NORTH OF FARON, JERSEY BOULEVARD.

FROM LONDON AVENUE TO RAMONA AVENUE, POCITO AVENUE NORTH OF JERSEY BOULEVARD AND RAMONA AVENUE NORTH OF FARON BOULEVARD.

SIGNATURES WERE SPREAD UNEVENLY THROUGHOUT THIS LARGER AREA WITH ONLY 55% OF HOUSEHOLDS SUPPORTING THE CREATION OF ITS DISTRICT.

THIS FALL SHORT OF THE 75% REQUIRED BY MUNICIPAL CODE TO HAVE A BETTER UNDERSTANDING OF THE NEIGHBORHOOD SUPPORT, THE PETITION HAS BEEN EVALUATED INTO THREE SEPARATE ZONES.

THE THREE ZONES ARE REPRESENTED ON THE ATTACHED MAP.

THE DATA FROM THE PETITION IS SUMMARIZED ON THE TABLE.

SUPPORT FOR RESIDENTIAL DISTRICT RANGES FROM 30% TO 79%.

THE ANALYSIS SHOW THAT THE LARGEST SUPPORT FOR THE CREATION OF A DISTRICT IS WITHIN ZONE A, WHICH IS THE CLOSEST TO HAMILTON'S.

PETITIONS RECEIVED AFTER THAT WOULD BE TREATED AS NEW REQUESTS AND WOULD REQUIRE A NEW COUNCIL, CITY COUNCIL RESOLUTION IN ZONE B, THE SECTION OF FARON BOULEVARD BETWEEN ARCHIBALD AVENUE AND REED AVENUE WOULD ALLOW OPEN PARKING DURING CERTAIN HOURS ON WEDNESDAYS AND SUNDAYS.

SO THE NEARBY CHURCH CAN USE ON STREET PARKING.

THE CHURCH HAS LIMITED ONSITE PARKING, SO ISSUING PERMITS WOULD NOT BE PRACTICAL.

IF ZONE B REACHES THE 75% PETITION THRESHOLD, STAFF WILL CONTACT THE CHURCH TO REQUEST ITS SERVICE SCHEDULE.

BASED ON THAT INFORMATION AND ANY FUTURE UPDATES, THE CITY ENGINEER WILL SET HOURS TO BE INCLUDED ON THE SIGNS, ALLOWING REASONABLE TIME BEFORE AND AFTER SERVICES FOR PEOPLE TO ARRIVE AND LEAVE.

IF THE RESOLUTION IS APPROVED, CITY STAFF CAN INSTALL THE REQUIRED SIGNS WITHIN ONE OR TWO WEEKS.

RESIDENTS WITH PROPERTIES ALONG MAIN STREET AND REED AVENUE AND ZONE A CAN BEGIN APPLYING FOR PERMITS.

THE MONEY THE MONDAY FOLLOWING THE RESOLUTION'S APPROVAL, THE FINANCIAL IMPACT IS MINIMAL.

EXISTING FUNDS IN THE ENGINEERING AND PUBLIC WORKS OPERATING BUDGET ARE SUFFICIENT TO PURCHASE AND INSTALL SIGNS, ISSUE THE PERMITS AND ADMINISTER.

THE DISTRICT STAFF RECOMMENDS THAT COUNCIL CONSIDER ADOPTING THE RESOLUTION TO CREATE A RESIDENTIAL PERMIT PARKING DISTRICT ON MAIN STREET AND REED AVENUE TO BE KNOWN AS THE MAIN STREET RESIDENTIAL PERMIT PARKING DISTRICT.

PURSUANT TO MUNICIPAL CODE 10.50 AND A WAIVER OF FEES FOR THE DISTRICT FOR A PERIOD OF FIVE YEARS.

THE CREATION OF THE RESIDENTIAL PERMIT PARKING DISTRICT IS EXEMPT FROM REQUIREMENTS FROM THE CALIFORNIA ENVIRONMENT QUALITY ACT PURSUANT TO SQL GUIDELINES, SECTION 1 5 3 0 1 C, EXISTING FACILITIES.

AND FINALLY, A, UH, THE RECOMMENDATIONS FROM STAFF.

SO WE'LL START WITH A BRIEF BACKGROUND, AND I KNOW THIS IS VERY FAMILIAR TO YOU AS WE COME TO YOU EACH YEAR WITH THIS, WITH THIS, UH, PLAN.

SO I'LL TRY TO BE BRIEF WITH IT, BUT ALSO IT'S IMPORTANT FOR THOSE THAT ARE HERE IT FOR THE FIRST TIME.

SO I'LL KEEP IT INFORMATIVE AS WELL.

THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ARE PROVIDED TO THE CITY AS AN ENTITLEMENT GRANT FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

AND WHAT THAT MEANS IS THAT THE CITY IS ENTITLED TO RECEIVE THE GRANTS THERE.

IT'S NOT A COMPETITIVE PROCESS.

SO AS LONG AS IF A FILLS THE REQUIREMENTS OF HUD, ONE OF BEING THE ADOPTION OF TONIGHT'S ANNUAL ACTION PLAN, AND ALSO HAVING THE OVERARCHING CONSOLIDATED PLAN, WHICH IS A FIVE YEAR DOCUMENT, UH, IT'S, IT'S ABLE TO RECEIVE THESE GRANT FUNDS.

UH, IT'S ALSO IMPORTANT TO NOTE THAT THE CDBG PROGRAM PROVIDES A WIDE RANGE OF HOUSING, COMMUNITY AND ECONOMIC DEVELOPMENT ACTIVITIES, BUT THEY PRIMARILY BENEFIT PEOPLE OR HOUSEHOLDS OF LOW AND MODERATE INCOME.

TO ILLUSTRATE THAT IN TERMS OF NUMBERS, WHAT I HAVE UP ON THEIR SCREEN IS THE 2026 HUD INCOME LIMITS.

UM, THE COUNTY OF SAN BERNARDINO'S MEDIAN INCOME IS 106,500.

SO ANYBODY OR ANY HOUSEHOLDS THAT ARE BENEFITING FROM THE CDBG PROGRAM CANNOT EXCEED 80% OF THAT INCOME.

SO ESSENTIALLY WHAT YOU WOULD DO IS YOU LOOK AT THE CHART.

IF, IF YOU'RE LOOKING AT A HOUSEHOLD OF ONE, YOU LOOK UNDER ONE AND THAT PERSON CANNOT EXCEED 68,900.

IF THAT HOUSEHOLD IS LARGER, LET'S SAY FOR EXAMPLE FOUR, UM, FOUR PEOPLE IN THE HOUSEHOLD, THAT HOUSEHOLD INCOME CANNOT EXCEED 98,400.

AS PREVIOUSLY MENTIONED, THE CITY COUNCIL ADOPT ADOPTED THE FIVE YEAR CONSOLIDATED PLAN, WHICH COVERS A PERIOD, UH, FROM JULY 1ST, 2025 THROUGH JUNE 30TH, 2023.

UM, AND PART OF THAT CONSOLIDATED PLAN, THERE'S FOUR KEY STRATEGIES OR CORE STRATEGIES THAT INCLUDE HOUSING SERVICES, FAIR HOUSING, PUBLIC SERVICES, AFFORDABLE HOUSING PRESERVATION, AS WELL AS PUBLIC FACILITIES AND INFRASTRUCTURE IMPROVEMENTS.

TO RECEIVE FUNDING, THE CITY MUST PREPARE AND APPROVE THE ANNUAL ACTION PLAN THAT'S IN FRONT OF YOU TONIGHT, UM, AND SUBMIT THAT TO HUD BY THE MAY 15TH DEADLINE.

ALL THE ACTIVITIES IN THE ANNUAL ACTION PLAN MUST, UH, HIT ONE OF THE CORE GOALS OF THE CONSOLIDATED PLAN.

AND SO YOU'LL SEE FROM TONIGHT'S REPORT THAT THE, THE ACTION PLAN DOES THAT, UH, BRIEF DESCRIPTION OF THE RESOURCES BASED ON HUD'S FORMULAS, ACCOUNTING FOR POPULATION HOUSING ECONOMIC FACTORS.

HUD DETERMINES AN ALLOCATION OF GRANT FUNDS FOR EACH COMMUNITY.

AT THE TIME OF THIS PRESENTATION, HUD HAD NOT YET RELEASED ITS, UH, ALLOCATION TO THE COMMUNITY AND ALL ITS COMMUNITIES.

UM, SO THE DIRECTION FROM HUD IN ORDER TO MEET THAT MAY 15TH DEADLINE WAS TO UTILIZE THE CURRENT, UH, GRANT AMOUNT, UH, WHICH IN THIS CASE WAS JUST A LITTLE OVER A MILLION DOLLARS IN CDBG FUNDING.

IN ADDITION TO THAT, THE CITY HAD UNPROGRAMMED FUNDS FROM THE PREVIOUS YEAR AMOUNTING TO ROUGHLY ABOUT 275,000.

SO WHAT YOU SEE IN THE MIDDLE THERE, THE CDBG GRANT, THE TOTAL BUDGET WOULD BE 1,320,284.

AND THEN THOSE, UH, INFOGRAPHICS ON THE SIDE ARE SORT OF THE FOUR CORE STRATEGIES OF THE COMPREHENSIVE, UH, PLAN AND HOW THE BUDGET IS DIVIDED IN EACH ONE OF THOSE.

I WILL NOTE THAT, UM, SINCE THE CREATION OF THIS REPORT, HUD HAS RELEASED ITS ITS ANNUAL ALLOCATION AND THE CITY IS RECEIVING APPROXIMATELY 41,000 ADDITIONAL OR AN INCREASE.

AND, UH, THE STAFF REPORT DID CONTEMPLATE WHETHER OR NOT THE CITY WOULD BE RECEIVING MORE OR LESS.

AND SO THERE IS A METHODOLOGY THAT'S, UH, INCLUDED IN THE STAFF REPORT.

AND ESSENTIALLY, IF THE REC CITY IS RECEIVING ADDITIONAL FUNDING, UM, THE CITY WOULD APPLY THAT 41,000, A PERCENTAGE WOULD GO INTO ADMINISTRATION, AND THE BALANCE WOULD ALSO GO INTO OUR HOME IMPROVEMENT PROGRAM.

THE REASON FOR THAT IS THE, UH, FUNDING REQUESTS THAT WE RECEIVE WERE ABLE TO FUND THEM COMPLETELY.

SO THERE WAS NO ADDITIONAL NEED TO PROVIDE FUNDS.

UM, IN ORDER TO ADDRESS THE GOALS OF THE CONSOLIDATED PLAN, AS WELL AS INFORM THE ANNUAL ACTION PLAN, THE CITY PUT OUT A NOTICE, A NOTICE OF FUNDING TO THE PUBLIC,

UM, AND NONPROFIT AGENCIES AND ORGANIZATIONS, LETTING THEM KNOW THAT THERE'S FUNDING AVAILABLE.

THE ANNOUNCEMENT AND NOTICE WAS PUT IN THE DAILY BULLETIN, AS WELL AS WE DID DIRECT EMAILS TO ORGANIZATIONS THAT WE WORKED WITH ON THE PAST AND ALSO PROVIDED INFORMATION ON OUR WEBSITE.

A TOTAL OF 13 APPLICATIONS WERE RECEIVED AND SUBMITTED BY OUR FEBRUARY DEADLINE OF FEBRUARY, 2026.

FEBRUARY 5TH, 2026.

THOSE APPLICATIONS WERE VIEWED, REVIEWED, AND, UM, VETTED THROUGH STAFF, UH, TO ENSURE THAT THEY MET THE ELIGIBILITY.

UM, THEY HAD THE CAPACITY FOR FUNDING AND ADMINISTRATING THE PROGRAMS. UM, ON THE SCREEN IS A SUMMARY OF WHAT'S BEING PROPOSED IN THE ANNUAL ACTION PLAN.

I'M NOT GONNA GO INTO DETAIL IN ANY OF, UH, INTO THESE, UH, THAT'S INCLUDED IN THE REPORT.

HOWEVER, I WILL MENTION THAT HUD DOES PLACE SOME CAPS IN TERMS OF HOW YOU CAN SPEND YOUR, UH, GRANT FUNDS.

THERE IS A GAP, UH, UNDER ADMINISTRATION AND PUBLIC SERVICES.

SO NO MORE THAN 20% OF YOUR GRANT CAN BE SPENT IN ADMINISTRATION.

SO THAT, THAT SECTION, AS YOU'LL SEE ON, ON THE SCREEN, UH, WE HAVE A BUDGET OF 204,141 THAT GOES TOWARDS ADMINISTERING THE PROGRAM AS WELL AS FAIR HOUSING SERVICES THAT WE PROVIDE IN THE COMMUNITY.

THERE'S ALSO A CAP ON PUBLIC SERVICES.

NO MORE THAN 15% OF THE TOTAL GRANT CAN GO TOWARDS THESE SERVICES.

AND THERE'S A LISTING THERE OF, UH, THE PROGRAMS THAT WE WILL BE FUNDING IN THE COMING FISCAL YEAR.

RECOMMENDATIONS.

SO STAFF RECOMMENDS THE CITY COUNCIL OPEN THE PUBLIC HEARING TO RECEIVE TESTIMONY, APPROVE THE ANNUAL ACTION PLAN AND AUTHORIZE STAFF TO SUBMIT THE ACTION PLAN TO HUD FOR APPROVAL AND REVIEW, PROVIDE, APPROVE THE CITY'S METHODOLOGY FOR ANY FUNDS THAT WOULD INCREASE THE GRANT, AS WELL AS SUBMIT, UM, THE ACTION PLAN BEFORE THE MAY 15TH DEADLINE AND AUTHORIZE THE APPROPRIATION OF FUNDS FOR THIS PROGRAM.
