ALRIGHT, MELINDA, WHY DON'T YOU GO AHEAD AND SHARE WHAT THE COMMUNITY, WHAT WE'RE HERE FOR THIS EVENING.
GOOD EVENING MAYOR AND MEMBERS OF CITY COUNCIL.
I AM THE COMMUNITY PROGRAMS COORDINATOR FOR HEALTHY RC AND TONIGHT WE ARE HONORED TO RECOGNIZE MAY AS MENTAL AS MENTAL HEALTH AWARENESS MONTH, AND ALSO TO HIGHLIGHT ONE OF OUR YOUTH LEADER GROUPS.
OUR MENTAL HEALTH GROUP SPECIFICALLY HAS BEEN ADVOCATING FOR MENTAL HEALTH AND SUICIDE PREVENTION THIS YEAR.
UM, AND THROUGH OUTREACH AWARENESS CAMPAIGNS AND COMMUNITY ENGAGEMENT, THEY HAVE BEEN ABLE TO, UM, NOT ONLY REDUCE STIGMA, BUT ALSO SUPPORT THEIR PEERS HERE IN RANCHO CUCAMONGA.
AND I WILL PASS THE MIC TO NAVIA KAKA TO SHARE A LITTLE BIT MORE ABOUT THE MUSIC WORK THAT YOUTH LEADERS ARE DOING.
HELLO, MY NAME IS NAVIA KAKA AND I'M A YOUTH LEADER WITH, UM, HEALTH DRC.
UM, OUR GROUP CHOSE TO FOCUS ON MENTAL HEALTH BECAUSE IT'S SOMETHING THAT A LOT OF YOUNG PEOPLE EXPERIENCE, YET IT CAN FEEL REALLY DIFFICULT TO TALK ABOUT OPENLY.
UM, WE WANTED TO CREATE A MORE AWARENESS AND REMIND OUR PEERS THAT ASKING FOR HELP IS OKAY.
AND THIS YEAR WE WORKED ON SOCIAL MEDIA CAMPAIGNS AND HELPED SUPPORT THE TEEN SUMMIT WHERE STUDENTS COULD LEARN ABOUT MENTAL HEALTH, HEALTHY COPING MECHANISMS AND AVAILABLE RESOURCES.
LAST WEEK WE ALSO HOSTED A MENTAL HEALTH FAIR AT DAY CREEK INTERMEDIATE TO PROVIDE MIDDLE SCHOOL STUDENTS WITH AWARENESS OF THE MENTAL HEALTH RESOURCES THAT EXIST IN OUR COMMUNITY.
THIS PROJECT WAS IMPORTANT TO US BECAUSE WE WANTED TO HELP MAKE SURE THAT YOUNG PEOPLE FELT SUPPORTED AND LET ALONE THANK YOU.
LET'S GIVE THAT YOUNG LADY A BIG ROUND OF APPLAUSE.
YOU KNOW, I, I CAN'T TELL YOU, OUR CITY COUNCIL IS JUST ABSOLUTELY, IT'S BEYOND WORDS HOW MUCH WE APPRECIATE OUR YOUTH LEADERS AND YOUR TEAM OF YOUNG BOYS AND GIRLS, OR YOUNG FOLKS GOING TO COLLEGE AND GOING TO JUNIOR OR MIDDLE SCHOOL, UH, FOR WHAT YOU'RE DOING FOR OUR CITY, UH, IN A NUMBER OF AREAS, MENTAL HEALTH IS ONE OF THOSE VERY SPECIAL AREAS THAT NEEDS, TRULY NEEDS A LOT OF ATTENTION AND A LOT OF AWARENESS.
AND, UH, AS WE'VE SEEN IN RANCHO CUCAMONGA OVER THE YEARS, AND I REMEMBER, I'M, I'M, I JUST WANNA SHARE ONE, ONE NOTE ABOUT MENTAL ILL ILLNESS AND MENTAL ILLNESS AWARENESS.

YEARS AGO, WE, WE RECEIVED A RECOGNITION, ACTUALLY, A HELEN PUTNAM AWARD FOR OUR, OUR WORK ON MENTAL ILLNESS.AND THE TITLE OF IT WAS, AND WE HAD T-SHIRT.
THEY, THEY WERE WEARING T-SHIRTS SAYING, YOUR VOICE MATTERS AND YOUR MIND MATTERS.
AND THESE YOUNG STUDENTS IN OUR SCHOOL SYSTEM HERE IN RANCHO CUCAMONGA TRULY ARE DOING AMAZING WORK.
SO WE HAVE THIS PROCLAMATION THAT WE'D LIKE TO PRESENT TO YOU FOR ALL YOUR HARD WORK, AND PLEASE SHARE IT WITH THE REST OF YOUR YOUTH LEADERS.
WHEREAS THE CITY OF RANCHO CUCAMONGA IS COMMITTED TO THE HEALTH AND OVERALL ENRICHMENT OF OUR COMMUNITY.
AND WHEREAS MANY PEOPLE WHO ARE IMPACTED BY MENTAL ILLNESS ARE AT RISK OF, OR AT RISK OF MENTAL ILLNESS, DO NOT RECEIVE THE TREATMENT THEY NEED TO LIVE FULL, HEALTHY, AND PRODUCTIVE LIVES.
AND WHEREAS NEARLY ONE IN SIX CALIFORNIA ADULTS HAVE MENTAL HEALTH NEEDS, AND ONE IN 13 CHILDREN HAVE MENTAL HEALTH ILLNESS THAT LIMITS THEIR PARTICIPATION IN DAILY ACTIVITIES.
AND WHEREAS ALL CITIZENS HAVE THE RIGHT TO RECEIVE CULTURALLY APPROPRIATE MENTAL HEALTH SERVICES TO IMPROVE AND PERS PRESERVE THEIR QUALITY OF LIFE, A VARIETY OF PREVENTATIVE TREATMENT AND EARLY INTERVENTION SERVICES ARE AVAILABLE TO EMBRACE WELLNESS AND RECOVERY.
AND WHEREAS WE ENCOURAGE ALL TO INCREASE AWARENESS OF MENTAL HEALTH ISSUES AND SERVICES TO HELP REDUCE THE RISK OF MENTAL ILLNESS AND THE STIGMA ASSOCIATED WITH MENTAL ILLNESS.
AND WHEREAS HEALTHY RC RECOGNIZES THIS AS A COMMUNITY HEALTH ISSUE AND DEVELOPS TARGETED STRATEGIES BY BRINGING TOGETHER DIVERSE STAKEHOLDERS FROM ALL SECTORS OF THE COMMUNITY, INCLUDING DEDICATED RESIDENTS, SCHOOLS, NONPROFITS, AND COMMUNITY-BASED ORGANIZATIONS, FAITH-BASED GROUPS, BUSINESSES, LOCAL UNIVERSITIES, YOUTH, CITY STAFF, ELECTED OFFICIALS, AND THE SAN BERNARDINO COUNTY DEPARTMENT OF PUBLIC HEALTH.
NOW THEREFORE, BE A PROCLAIMED THAT THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA DOES HEREBY RECOGNIZE MAY, 2026 AS MENTAL HEALTH AWARENESS MONTH IN THE CITY OF RANCHO CUCAMONGA ENCOURAGES ALL RE CITIZENS TO CONTINUE TO FOCUS ON THE IMPORTANCE OF ASSISTING AND EDUCATING THE PUBLIC ON MENTAL HEALTH, WELLNESS AND SERVICES THAT ARE AVAILABLE.

UM, THIS YEAR'S NATIONAL PUBLIC WORKS THEME IS ROOTED IN SERVICE AND POWERED BY COMMUNITY.
AND I THINK THAT REALLY REPRESENTS A LOT OF WHAT OUR PUBLIC WORKS TEAM DOES THROUGHOUT THE YEAR, UM, AS REALLY ONE OF OUR PUBLIC WORK, UH, PUBLIC RESPONDERS TO ALL OF OUR INCLEMENT WEATHER EMERGENCIES.

SERVICE OVER SELF, AND I THINK THEY SHOW THAT SIGNIFICANTLY, ESPECIALLY DURING THE, OUR WINDY MONTHS.UM, NOT TO MENTION THE RAIN MONTHS AND A COUPLE OF THE OTHER, UM, UNANTICIPATED RESPONSES THAT WE HAVE TO RESPOND TO.
AND WE ARE DRIVEN TO SERVE OUR COMMUNITY AND WE ARE REALLY PROUD TO SERVE OUR COMMUNITY.
I THINK THAT IS ONE OF THE KEY COMPONENTS THAT I SEE IN ALL THE WORK THAT THE TEAM DOES, IS THE PRIDE THAT THEY HAVE WHEN THEY'RE RESPONDING TO THE COMMUNITY'S NEEDS.
AND, AND I I I'LL JUST GO AHEAD AND JUST MAKE A COUPLE OF COMMENTS ON BEHALF OF OUR ENTIRE CITY COUNCIL.
THESE MEN AND WOMEN UP HERE, A LOT OF YOU DON'T REALIZE JUST HOW OFTEN THEY GO OUT IN THE MIDDLE OF THE NIGHT, WHATEVER TIME IT IS WHEN THEY'RE CALLED UPON, THEY'RE IN THEIR HOMES, THEY'RE, SOME OF 'EM ARE SLEEPING, SOME OF 'EM MIGHT STILL BE AWAKE WHEN THEY GET CALLED.
THEY COME OUT IMMEDIATELY TO TAKE CARE OF PROBLEMS THAT ARE HELD WITHIN THEIR REALM OF RESPONSIBILITY, WHETHER IT'S TREES BLOWN OVER ONTO HIGHWAYS OR ONTO HOUSES, WHETHER IT'S FLOODING, WHATEVER IT IS, OUTSIDE OF MAYBE FIRE AND POLICE RESPONSE.
THESE FOLKS ARE FIRST RESPONDERS ALSO AND THEY DO AN INCREDIBLE JOB EVERY DAY AT, AT NORMAL ROUTINES.
BUT REALLY, WHEN IT COMES TIME, WHEN THE NEED IS REALLY, REALLY IMPORTANT TO ADD THIS COMMUNITY, THEY STAND TALL AND THEY GO OUT AND THEY TAKE CARE OF BUSINESS AND, AND WE CAN'T THANK THEM ENOUGH.

AND IT'S KIND OF HARD TO HAVE, UH, EMPLOYEE RETENTION WHEN EVERYTHING IS DIGITAL NOWADAYS.
UH, WHEN I'M NOT DOING THE 24 HOUR EMERGENCY RESPONSE, MY MAIN JOB IS DOING CONCRETE AND ASPHALT.
I HAVE TO SPLIT MY TIME BETWEEN CONCRETE AND ASPHALT BECAUSE THEY'RE SHORTHANDED OR WE'RE SHORTHANDED.
SO I JUST WANT TO BRING THAT UP, LIKE EMPLOYEE RETENTION AND MOTIVA MOTIVATIONAL THINGS FOR THE PEOPLE THAT ARE COMING.
IT'S A LITTLE HARD TO DO WHEN WE DON'T HAVE MANY INCENTIVES AND THINGS LIKE THAT, YOU KNOW? SO I JUST, AGAIN, JUST PROUD TO BE HERE AND I WANT TO CONTINUE TO DO MY JOB AND I JUST KIND OF NEED A LITTLE BIT MORE TOOLS TO SUCCEED AT MY JOB.

I WORK FOR THE CITY OF RANCH COOK MUNGO FOR ABOUT 19 YEARS NOW, BOTH PART-TIME AND FULL-TIME.
I EVEN, AFTER I MOVED AWAY, UM, I STILL BROUGHT MY DAUGHTER BACK TO RANCH CUCAMONGA TO ENJOY THE PARKS, THE PROGRAMS, THE FACILITIES, UM, BECAUSE THE CITY'S ALWAYS STOOD OUT, YOU NOTICE THE DIFFERENCE WHEN STREETS ARE MAINTAINED, PARKS ARE CLEAN AND FACILITIES ARE CARED FOR.
THAT DOESN'T HAPPEN BY ACCIDENT.
I'M HERE TONIGHT, UH, BECAUSE I WANT TO SPEAK ABOUT THE CHALLENGES WE'RE FACING WITH STAFFING, RETENTION, AND WORKLOAD IN FACILITIES.
FOR ALMOST TWO YEARS, I'VE BEEN BASED OUT OF QUAKE STADIUM, WHICH, UH, WE OVERSEE ALONG WITH THE ANIMAL SHELTER, THE SPORTS CENTER, AND THE RCMU ARBOR STATION.
UM, WE ALSO USED TO OVERSEE METROLINK THAT GAVE IT BACK TO CITY HALL'S CREW TO LIGHTEN THE LOAD.
AT ONE POINT WE HAD FULL-TIME EMPLOYEE, UH, FOUR FULL-TIME EMPLOYEES AND FIVE PART-TIME EMPLOYEES TRYING TO MA MANAGE ALL THOSE LOCATIONS.
OVER TIME, STAFFING CONTINUED TO SHRINK WHILE WORKLOAD KEPT GROWING.
UM, DURING BASEBALL SEASON, MOST OF OUR ATTENTION GOES TOWARDS THE STADIUM OPERATIONS.
IN PREPARATION, THAT OFTEN LEAVES OTHER FACILITIES WAITING FOR WORK ORDERS.
UH, WHILE WORK ORDERS CONTINUE TO STACK UP.
WHENEVER ANOTHER REQUEST CAME IN, WE WOULD SAY, ADD IT TO THE LIST.

EXPECTATIONS ABOUT MAINTAINING CLEAN NEIGHBORHOODS, REPAIRING POTHOLES AND SIDEWALKS, ADDRESSING HOMELESS ENCAMPMENTS, REDUCING GRAFFITI, KEEPING PARKS SAFE AND MAINTAINED, IMPROVING TRAFFIC FLOW AND INFRASTRUCTURE AND MAKING SURE TRASH DEBRIS ARE REMOVED QUICKLY AND MAINTAINING FUN FAMILY ACTIVITIES SUCH AS THE LEWIS FAMILY PLAYHOUSE AND MAIN LIBRARY, THE VICTORIA GARDENS CULTURAL CENTER.
BUT ALL THESE PRIORITIES RELY HEAVILY ON PUBLIC WORKS EMPLOYEES.
UM, THE REALITY IS WORKERS HAVE FALLEN BEHIND IN TWO MAJOR WAYS OVER THE LAST THREE YEARS.
FIRST, INFLATION, UH, HAS INCREASED APPROXIMATELY 9.7% OVER THE LAST THREE YEARS, WHILE WAGES HAVE NOT KEPT UP.
SECOND, ACCORDING TO THE CITY'S OWN COMPENSATION

ANALYSIS, WORKERS ARE BEHIND THE MARKET ON AVERAGE BY APPROXIMATELY 9% IN TOTAL COMPENSATION WHEN WAGES AND BENEFITS ARE COMBINED.AND WHEN CITIES CANNOT ATTRACT AND RETAIN ENOUGH QUALIFIED WORKERS, THE COMMUNITY FEELS IT DIRECTLY.
EMPLOYEES END UP STRETCHED TOO THIN, DOING THE WORK OF MULTIPLE POSITIONS JUST TO KEEP SERVICES RUNNING.
THAT MEANS POTHOLES TAKE LONGER TO REPAIR.
CLEANUPS TAKE LONGER SIDEWALKS AND INFRASTRUCTURE REPAIRS GET DELAYED.
PARKS BECOME HARDER TO MAINTAIN TRAFFIC AND ROADWAY ISSUES TAKE LONGER TO ADDRESS.
AND EVERY DAY CITY SERVICES RESIDENTS RELY ON BECOME HARDER TO MAINTAIN AT THE LEVEL THIS COMMUNITY EXPECTS AND DESERVES.
THIS ALSO OPENS UP THE CITY TO LAWSUITS, WHICH MEAN IT'S CHEAPER AND SAFER TO JUST HIRE ENOUGH STAFF AND INCENTIVIZE THEM ENOUGH WITH PROPER PAY AND BENEFITS FOR THEM TO STAY.
THIS IS WHY BUDGETS, THE BUDGET DISCUSSION MATTERS BECAUSE INVESTING IN INFRASTRUCTURE ALSO MEANS INVESTING IN THE WORKFORCE THAT MAINTAINS IT.
AT THE SAME TIME, THE CITY REMAINS FINANCIALLY STRONG.
OUR GOAL IS NOT TO BE I RESPONSIBLE WITH PUBLIC RESOURCES UN BUT UNDER THIS CURRENT SYSTEM, THE CITY BUDGETS UP TO THE, UH, HEALTHCARE CAP, BUT DOES NOT ACTUALLY SPEND THE FULL AMOUNT LEAVING UNUSED CAPACITY.
UM, BASED ON OUR CURRENT EMPLOYEE HEALTHCARE ELECTIONS.
HAD OUR PROPOSAL BEEN ACCEPTED LAST YEAR, CITI WOULD HAVE APPROXIMATELY SAVED 59,000 ANNUALLY COMPARED TO CURRENT ACTUAL HEALTHCARE SPENDING WHILE STILL REMAINING BELOW THE HEALTHCARE CAP.
AGREED IN THE CONTRACT THE SAME TIME EMPLOYEES WOULD HAVE RECEIVED SIGNIFICANTLY IMPROVED HEALTHCARE AFFORDABILITY INCENTIVE STRUCTURES.
IT WOULD HAVE BEEN, UM, IT WOULD'VE HELPED RECRUITMENT AND RETENTION TO PROTECT CITY SERVICES.

MY NAME IS MELANIE HALL AND I'M A SENIOR PLANNER.
THE ITEM BEFORE YOU TONIGHT IS A CONSIDERATION OF A REQUEST TO AMEND TITLE 17 OF THE MUNICIPAL CODE TO PROHIBIT HOME EXPERIENCE SHARING IN ALL ZONES.
HOME EXPERIENCE SHARING IS DEFINED AS THE RENTAL OF RECREATIONAL AMENITIES ON RESIDENTIAL PROPERTIES INDEPENDENT OF ANY RESIDENTIAL RENTALS.
EXAMPLES OF THESE AMENITIES INCLUDE BUT ARE NOT LIMITED TO SWIMMING POOLS, BARBECUES, AND SPORTS COURTS.
SIMILAR TO AIRBNB FOR RENTING OUT YOUR HOME, THERE ARE SEVERAL SITES SUCH AS WILEY, WHERE USERS CAN RENT PRIVATE POOLS, QUARTS OR BACKYARDS BY THE HOUR.
OVER THE PAST SEVERAL YEARS, THERE HAS BEEN A SURGE IN POPULARITY IN HOME EXPERIENCE SHARING IN RANCHO CUCAMONGA.
THIS HAS UNFORTUNATELY LED TO THE PROBLEMS SUCH AS INADEQUATE MAINTENANCE OF AMENITIES, INCREASED NOISE AND TRAFFIC AND DISTURBANCES AND CONFRONTATIONS FROM THE USE OF THESE RENTED SPACES.
PREVIOUS CITY COUNCIL ACTION INCLUDES ESTABLISHING A MORATORIUM ON THE USE AND DIRECTING STAFF TO COME BACK WITH RECOMMENDATIONS AFTER CAREFUL CONSIDERATION.
STAFF RECOMMENDED TO PROHIBIT THE USE IN ALL ZONES.
THE PLANNING COMMISSION HELD A NOTICED PUBLIC HEARING IN APRIL WHERE THEY RECOMMENDED THE CITY COUNCIL PROHIBIT THE USE.
THE PROPOSED ORDINANCE WILL AMEND TITLE 17 OF THE MUNICIPAL CODE TO ADD DEFINITIONS FOR HOME EXPERIENCE SHARING AND RESIDENTIAL AMENITY TO THE GLOSSARY AND AMEND THE LAND USE TABLES TO ADD HOME EXPERIENCE SHARING AS A PROHIBITED LAND USE IN ALL ZONES.
STAFF RECOMMENDS THAT THE CITY COUNCIL APPROVE ORDINANCE, UH, 10 56 PROHIBITING HOME EXPERIENCE SHARING IN ALL ZONES.

SO IN 2016, THE SUCCESSOR AGENCY ISSUED TAX ALLOCATION BONDS TO REFUND THE FORMER REDEVELOPMENT AGENCIES 2007 TAX ALLOCATION BONDS.THE, UH, 2016 BONDS WERE ORIGINALLY ISSUED IN A PAR AMOUNT OF MORE THAN 56 MILLION, AND CURRENTLY HAVE APPROXIMATELY 40 MILLION OUTSTANDING UNDER THE BOND DOCUMENTS.
THE BONDS BECOME CALLABLE ON SEPTEMBER 1ST, 2026, MEANING THEY CAN BE REFINANCED WITHOUT PENALTY BEGINNING ON THAT DATE.
UNDER THE CALIFORNIA HEALTH AND SAFETY CODE AND REDEVELOPMENT DISSOLUTION ACT SUCCESSOR AGENCIES ARE PERMITTED TO ISSUE REFUNDING BONDS WHEN DOING SO, RESULTS IN DEBT SERVICE SAVINGS.
SO THIS SLIDE SHOWS THE GENERAL BOUNDARIES OF THE RANCHER REDEVELOPMENT PROJECT AREA AND THE CITY STAFF AND OUR FINANCING TEAM HAVE IDENTIFIED AN OPPORTUNITY TO REFUND THE OUTSTANDING BONDS FOR DEBT SERVICE SAVINGS.
BASED ON CURRENT MARKET MARKET CONDITIONS.
THE REFUNDING IS PROJECTED TO GENERATE MORE THAN 2 MILLION IN AGGREGATE DEBT SERVICE SAVINGS WITH FINAL SAVINGS DEPENDENT ON MARKET CONDITIONS AT THE TIME OF PRICING, AS ALYSSA ALLUDED TO, UH, WHILE CURRENT ESTIMATES ARE BELOW THE POLICY TARGET OF 5%, STAFF BELIEVES IT IS APPROPRIATE TO CONTINUE MOVING THROUGH THE APPROVAL PROCESS AT THIS TIME.
GIVEN THE TIMING AND SCHEDULING CONSTRAINTS ASSOCIATED WITH THE COUNTYWIDE OVERSIGHT BOARD AND DEPARTMENT OF FINANCE REVIEW PROCESS MOVING FORWARD NOW PRESERVES THE AGENCY'S FLEXIBILITY TO ENTER THE MARKET SHOULD CONDITIONS IMPROVE PRIOR TO PRICING.
IMPORTANTLY, THE REFUNDING WILL NOT PROCEED UNLESS PROJECTED SAVINGS MEET THE AGENCY'S POLICY OBJECTIVES.
AT THE TIME THE BONDS ARE PRICED, THE DEBT SERVICE SAVINGS GENERATED BY THE REFUNDING ARE DISTRIBUTED PROPORTIONATELY AMONG THE AFFECTED TAXING ENTITIES WITHIN THE PROJECT AREA, INCLUDING THE CITY AND FIRE DISTRICT.
AND THE TABLE SUMMARIZES THE PROJECTED ANNUAL SAVINGS AND THE ESTIMATED COMBINED BENEFIT TO THE CITY AND FIRE DISTRICT.
SO TO PROCEED WITH THE REFUNDING, THE SUCCESSOR AGENCY MUST APPROVE SEVERAL FINANCING DOCUMENTS INCLUDED IN THE AGENDA PACKET THIS EVENING.
IN ADDITION, STATE LAW REQUIRES THE PREPARATION OF A DEBT SERVICE SAVINGS ANALYSIS, WHICH MUST BE REVIEWED AND APPROVED BY THE SAN BERNARDINO COUNTYWIDE OVERSIGHT BOARD IF APPROVED BY THE OVERSIGHT BOARD, BOTH THE SUCCESSOR AGENCY AND OVERSIGHT BOARD RESOLUTIONS WILL THEN BE SUBMITTED TO THE CALIFORNIA DEPARTMENT OF FINANCE REVIEW AND APPROVAL.
THE DEPARTMENT OF FINANCE REVIEW PROCESS MAY TAKE UP TO 65 DAYS.
SO NEXT STEPS ASSOCIATED WITH THE REFUNDING ARE SUMMARIZED ON THIS SLIDE.
SO IF APPROVED TONIGHT, THE ITEM WILL BE PRESENTED TO THE COUNTYWIDE OVERSIGHT BOARD AT ITS JUNE 22ND MEETING FOR CONSIDERATION AND APPROVAL IF APPROVED BY THE OVERSIGHT BOARD, THE RESOLUTIONS WILL THEN BE SUBMITTED TO THE CALIFORNIA DEPARTMENT OF FINANCE FOR REVIEW.
AND DURING THAT PERIOD, THE CITY'S FINANCING TEAM WILL CONTINUE PREPARING THE TRANSACTION, INCLUDING SECURING, UNDERLINING UNDERLYING CREDIT RATING AND MONITORING MARKET CONDITIONS.
ASSUMING DEPARTMENT OF FINANCE APPROVAL AND FAVORABLE MARKET CONDITIONS, THE FINANCING TEAM ANTICIPATES PRICING AND CLOSING THE REFUNDING BONDS IN AUGUST.
SO RECOMMEND STAFF RECOMMENDS THAT THE SUCCESSOR AGENCY ADOPT THE RELU RESOLUTION BEFORE YOU TONIGHT AUTHORIZING THE NEXT STEPS ASSOCIATED WITH THE PROPOSED REFUNDING.
THE RESOLUTION APPROVES THE FINANCING DOCUMENTS, INCLUDING THE AGENDA PACKET, APPROVES THE DEBT SERVICE SAVINGS ANALYSIS, AND REQUEST OVERSIGHT BOARD APPROVAL OF THE PROPOSED REFUNDING BONDS.

UM, SO BRIEF HISTORY, UH, OBVIOUSLY THE CITY, UH, INCORPORATED BACK IN THE SEVENTIES.
OUR ORIGINAL CONTRACT WAS FOR 45 PERSONNEL AND AS OF THIS YEAR, WE ARE NOW AT 188 TOTAL PERSONNEL.
145 OF THOSE ARE SWORN AND 43 ARE NON-SWORN.
UM, THE POLICE DEPARTMENT IS HOUSED AT OUR HEADQUARTERS HERE ON THE CITY HALL CAMPUS, WHICH WAS BUILT IN THE EIGHTIES AND IN 2 20 20, SORRY, 2004, UH, THE THIRD FLOOR WAS ADDED TO ACCOMMODATE ADDITIONAL PERSONNEL AS WELL AS THE ADDITION OF THE CITY'S EMERGENCY OPERATIONS CENTER.
UM, AS OF TO DATE, I'VE BEEN HERE THE LAST THREE YEARS, WE ARE NOW AT OPERATIONAL CAPACITY WITH OUR PERSONNEL IN OUR CURRENT SPACE.
UM, HEADQUARTERS HOUSES 158 OF TOTAL OF 188 PERSONNEL AND HERE AT OUR HEADQUARTERS INCLUDES OUR PATROL BUREAU, DETECTIVE BUREAU MET TRAFFIC, UH, RECORDS, OUR STATION LOBBY, WHICH INTERACTS WITH THE PUBLIC AS WELL AS OUR AUTOMOTIVE DIVISION, OUR REAL-TIME INFORMATION CENTER, WHICH NOW HAS TWO FULL-TIME ANALYSTS, OUR EVIDENCE ROOM AS WELL AS OUR AUTOMOTIVE ADMINISTRATION.
UM, AND IN ADDITION TO THAT, WE HAVE OUR LARGE VOLUNTEER FORCE CONSISTING OF OUR RESERVE DEPUTIES, EQUESTRIANS ON PATROL EXPLORERS, AND CITIZENS ON PATROL.
UM, WITHIN THAT, ALL OF THOSE PERSONNEL, UH, WE DO HOUSE THE MAJORITY OF THEM.
WE ALSO HAVE FACILITIES AT PSF AND VICTORIA GARDENS.
UM, OVER THE LAST SEVERAL YEARS, WE'VE IDENTIFIED SOME RENOVATION NEEDS.
UH, OUR ORIGINAL DESIGN PARAMETERS OF THE BUILDING ARE EXCEEDED, I'M SORRY, I NEED TO ADVANCE THE SLIDE.
UM, WE HAVE OUR INCREASINGLY DIVERSE AND GROWING WORKFORCE, UH, CHANGES IN OUR OPERATIONAL NEEDS HAVE EXPANDED AS TECHNOLOGY HAS GROWN AS WELL.
AND OUR EXISTING SPACE WAS AMPLIFY ISSUES WERE AMPLIFIED, UH, THIS PAST MARCH AND WE ADDED 18 PEOPLE INTO OUR TRAINING PROGRAM, UH, DEPUTY SHERIFFS.
SO WITH THAT, DEPUTY SHERIFFS NEED LOCKERS AND, UH, WE ARE, UM, DRASTICALLY IN NEED OF, UH, ADDITIONAL SPACE.
UM, WITH THAT, UM, GOING BACK TO THE HISTORICAL PERSPECTIVE, UM, WHEN THE CONTRACT WAS FIRST INITIATED IN THE CITY, WE HAD JUST A HANDFUL OF FEMALE STAFF MEMBERS.
CURRENTLY WE HAVE 26 SWORN FEMALE STAFF MEMBERS AND 20 PLUS PROFESSIONAL STAFF MEMBERS ALL WHO NEED LOCKERS.
UM, AND THAT'S ONE OF OUR PRIMARY CONCERNS AND NEEDS IS OUR, OUR FEMALE LOCKER ROOM IS AT CAPACITY.
UM, A MALE LOCKER ROOM IS GETTING THERE VERY QUICKLY.
WE JUST ADDED, I BELIEVE EIGHT, UH, DEPUTIES WHO WILL BE COMING WITH OUR JUNE TRANSFERS, UM, ALL UNDER THE MALE SIDE.
SO THAT IS ONE OF THE ISSUES WITH THE SHERIFF'S DEPARTMENT IS OUR TRANSFERS AND PROMOTION CYCLES.
IT COMES TO SENIORITY BASED COMING OUTTA CORRECTIONS AND THAT COULD BE EITHER, UH, MALE, FEMALE AND WE DON'T KNOW WHAT THAT'S GONNA LOOK LIKE AND MAY RUN INTO ISSUES HOUSING THOSE PERSONNEL IN THE HEADQUARTERS BUILDING.
SO, UM, WITH THAT, I'LL TURN IT OVER TO DARCY, WHO CAN GET INTO SOME OF THE, UH, DESIGN ISSUES.
COUNCIL FIRST IDENTIFIED THIS AS A GOAL BEGINNING IN FISCAL YEAR 2324, UM, TO LOOK AT, YOU KNOW, ENHANCING THE PUBLIC SAFETY FACILITIES ON THE CIVIC CENTER CAMPUS.
SO WITH THAT, IN NOVEMBER OF 2024, THE CITY ENTERED INTO A CONTRACT WITH MARY MCGRATH, ARCHITECTS M AND A, UM, FOR DESIGN SERVICES FOR THE RENOVATION OF PIA HEADQUARTERS, AS WELL AS THE RELOCATION OF THE EOC AND CONSTRUCTION OF A NEW FIRE HEADQUARTERS.
THE SCOPE OF THIS INCLUDED PROGRAM CONFIRMATION, CONCEPTUAL LAYOUTS, SOME BUDGETS, BUDGET ANALYSIS IN DECEMBER OF 2025, MMA PRESENTED CITY MANAGEMENT WITH CONCEPTUALS FOLLOWED BY CONSTRUCTION COST ESTIMATES IN APRIL OF THIS YEAR.
SO WITH THAT, UM, WE LOOKED AT OUR PRIMARY NEEDS WITHIN THE FACILITY HERE ON THE HEADQUARTERS CAMPUS.
UM, WITH THAT, MARY AND HER TEAM WERE PHENOMENAL.
THEY'RE VERY INTUITIVE, SHE'S A LOT OF EXPERIENCE DEVELOPING PUBLIC SAFETY SPACES AND, UH, IT WAS JUST A VERY EASY PROCESS IDENTIFYING THE NEEDS WE HAVE AND SOLUTIONS, SOLUTIONS THAT SHE CAME UP WITH FOR US.
SO WITH THAT, WE HAVE THE LOWER LEVEL, UH, WHICH COMPRISES OUR, UH, LOCKER ROOM AND PATROL FACILITIES.
UM, WITH THAT, IT WAS GOING TO BE A RECONFIGURATION OF THAT SPACE TO ACCOMMODATE ADDITIONAL STAFF LOCKERS, UM, AS WELL AS REALIGNING THE SPACE TO ALIGN WITH PATROL FUNCTIONS.
RELOCATING THE WATCH COMMANDER'S OFFICE, UPDATING OUR INTERVIEW ROOM, UH, TO MODERN STANDARDS AND TECHNOLOGY.
CURRENTLY IT'S, UH, A VERY SMALL SPACE AND LACKS SUFFICIENT TECHNOLOGY TO RECORD OUR INTERVIEWS WITH, UH, MODERN EQUIPMENT.

UM, IT WAS RELOCATING THE WATCH COMMANDER'S OFFICE CLOSER TO THE PATROL DEPUTIES SO THAT THEY CAN HAVE DIRECT ACCESS TO THEIR SUPERVISORS, ANSWER QUESTIONS AND, UH, CONDUCT BETTER INVESTIGATIONS.UH, WE MOVED ON TO THE PU PLAZA LEVEL, UM, HERE, RIGHT OUTSIDE THE FOUNTAIN AREA, WHICH IS OUR PRIMARY PUBLIC ACCESS POINT.
UM, MARY CAME UP WITH SOME SOLUTIONS THAT INCREASED PUBLIC ACCESS TO THE AREA, INCREASED OUR LOBBY WINDOW SPACE.
CURRENTLY IT'S ONE WINDOW WITH TWO TECHS WORKING, WHICH DOESN'T NECESSARILY MAKE FOR THE BEST THING.
WHEN YOU HAVE ONE LINE CROSS, UH, CROSS CONVERSATIONS GOING, WE WOULD BE ABLE TO ACCOMMODATE TWO LINES OF PEOPLE COMING IN TO REQUEST COPIES OF REPORTS, ASK QUESTIONS, FILE, UM, CREATE CALLS FOR SERVICE AND THE SUCH.
WITH THAT, IT WAS A RECOMPLETE RECONFIGURE OF THE SPACE WITH, UH, A NEW INTERVIEW ROOM, A NEW LIVE SCAN ROOM, UH, FOR FINGERPRINTS, UM, AND OVERALL INCREASING IN EFFICIENCY.
AND WITH THE, UH, RELOCATION OF THE EOC, IT ENABLED US THE OPPORTUNITY TO INCREASE SPACE DOWNSTAIRS AND MOVE OUR BRIEFING ROOM UPSTAIRS INTO A LARGE MULTI, UH, MULTIPURPOSE FORMAT WITH A DIVIDABLE ROOM THAT WE CAN HAVE A BRIEFING ROOM, A TRAINING ROOM, OR OPEN THE WALL AND HAVE A MUCH LARGER TRAINING SPACE FOR REGIONAL CLASSES, PRESENTATIONS.
UM, AND WE WOULD OBVIOUSLY OPEN THAT UP TO OUR CITY PARTNERS AS WELL.
UM, DUE TO THE CURRENT STAFFING LEVELS AND POTENTIAL FUTURE STAFFING LEVELS, THERE'S AN EXPEDITED NEED TO MOVE FORWARD WITH THE RENOVATIONS AT THE POLICE DEPARTMENT.
UM, TO DO THIS, FULL ARCHITECTURAL DESIGN SERVICES ARE NEEDED TO FINISH THE CONSTRUCTION DOCUMENTS WITH A GOAL OF GOING OUT TO BID IN FALL OF 2026.
SO JUST A FEW MONTHS AWAY AND HOPEFULLY STARTING CONSTRUCTION BEFORE THE END OF THE YEAR.
MARY MCGRATH ARCHITECTS HAS PROVIDED A PROPOSAL TO DO THE NEXT PHASE OF THIS PROJECT, UTILIZING THE CONCEPTUALS DESIGN DOCUMENT SHE'S ALREADY PREPARED.
THAT BECOMES THE BASIS FOR THE DEVELOPMENT OF THE CONSTRUCTION DOCUMENTS.
WITH THAT, UM, STAFF DOES RECOMMEND THAT WE LOOK AT MOVING FORWARD WITH MARY.
NOW, THAT DOES REQUIRE TO WAIVE THE FORMAL BIDDING PROCESS FOR THIS MUNICIPAL CODE DOES NOT REQUIRE BIDDING FOR PROFESSIONAL SERVICES, HOWEVER, THERE'S A RESOLUTION IN PLACE THAT REQUIRES IT FOR OVER A HUNDRED THOUSAND.
SO STAFF RECOMMENDATION IS TO APPROVE RESOLUTION 20 26 0 3 5 TO APPROVE WAIVER OF THE BIDDING PROCESS SPECIFIC TO THIS PROJECT, AND THEN TO APPROVE AMENDMENT NUMBER ONE TO THE CONTRACT WITH MARY MCGRATH, ARCHITECTS FOR ARCHITECTURAL DESIGN SERVICES FOR POLICE HEADQUARTERS.

FIRST OF ALL, I KNOW THIS IS LONG OVERDUE AND YOU ARE LITERALLY BUSTING AT THE SEAM, SO I'M HAPPY TO BE ABLE TO MOVE FORWARD WITH THIS DESIGN PROCESS.
SO THIS IS STEP ONE, DESIGN PROCESS, WHICH STARTS THE TIMELINE FOR THE REMODELING.
WILL YOU HAVE TO MOVE PEOPLE INTO SOME OTHER STRUCTURE OR FACILITY WHILE THIS CONSTRUCTION? YES, WE'VE RESEARCHED THAT ISSUE OBVIOUSLY WHEN WE ADDED THE THIRD FLOOR THAT REQUIRED A COMPLETE EVACUATION OF THE FACILITY TO A TEMPORARY FACILITY ACROSS THE STREET.
UM, THERE'S SOME OTHER OPTIONS THAT WERE IN PLAY THAT WE'VE EXPLORED.
IDEALLY, UM, WITH THE WAY THIS, THE AREAS THAT ARE BEING REMODELED AND THE PROCESS THAT WE'VE DISCUSSED, WE COULD POSSIBLY KEEP SOME OF OUR OPERATIONS HERE AT HEADQUARTERS.
AND THEN WE COULD ALSO MOVE SOME OF THE OTHER OPERATIONS EITHER TO PORTABLES ACROSS THE STREET OR, UM, MINIMIZE PUBLIC DISRUPTION BY TAKING PUBLIC ACCESS TO OUR SATELLITE FACILITIES, THE PUBLIC SAFETY FACILITY AS WELL AS VICTORIA GARDENS.
BOTH OF THOSE FACILITIES HAVE PUBLIC LOBBIES WHERE WE COULD DIVVY UP SOME OF THE PUBLIC ACCESS POINTS, WHETHER IT'S REQUESTING A REPORT OR A LIVE SCAN, WE COULD MOVE THOSE.
UM, WE WOULD PROBABLY, OUR GOAL WOULD BE TO KEEP OUR PATROL PERSONNEL HERE IN PORTABLES ON THE LOT AND THEN KEEP ADMINISTRATIVE SERVICES DETECTIVES.
UM, I'M TRYING TO THINK WHO ELSE.
UM, HERE AT THE MAIN CAMPUS, BECAUSE OUR, WHERE OUR OFFICES ARE, THEY'RE NOT DIRECTLY AFFECTED BY THE REMODEL, SO, BUT THAT WOULD BE PART OF THE PROCESS IN EXPLORING WHAT WOULD HAPPEN.
UM, WE THINK WE CAN MAKE THAT HAPPEN, BUT THAT'S STILL CONVERSATIONS DOWN THE ROAD.
