UM, HERE TONIGHT.

I'M HERE, UM, TO BE PART OF THE, UM, PUBLIC COMMENTS BECAUSE I'M HERE TO SHARE, SHARE A SITUATION THAT HAS MY HEART BROKEN.

AND I'M VERY SAD AS WELL.

IT'S HAPPENING WITH AN AGENCY THAT'S PART OF THIS BEAUTIFUL CITY PACIFIC.

IT'S HAPPENING WITH A SOCIAL WORKER NAMED, UH, AND SHE'S PART OF THE CPS DEPARTMENT IN THE CITY, AND I DARE TO SAY HER NAME PUBLICLY.

AND I'M ASSUMING ALL CONSEQUENCES THAT COMES WITH THAT.

AND IN VIEW THAT THERE'S TWO TESTIMONIES THAT IS AROUND IN THAT, THAT ARE GOING AROUND IN SOCIAL MEDIA.

AND THIS IS WHERE THE MINORS TESTIFIED THAT MS HAD MADE THEM OR OBLIGATED THEM TO CHANGE PART OF THEIR TESTIMONY.

AND THEN THE OTHER MINOR INDICATES THAT THEY ARE DOING STUFF TO HIM THAT HE'S NOT ABLE TO SHARE AND THAT THEY'RE MAKING HIM DO TO DO BAD STUFF.

UM, AND I KNOW THAT AS A COMMUNITY, WE CANNOT ALLOW FOR THIS TO CONTINUE TO HAPPEN IN OUR CITY.

I AM WELL AWARE THAT THE COUNTY OR THE AGENCIES IN THE COUNTY ARE THE ONES THAT ARE SUPPOSED TO BE DOING OR ARE DOING THE INVESTIGATION WHILE WE WAIT FOR THE BUSINESS DAYS TO OCCUR

FOR THEM TO INITIATE THIS INVESTIGATION.

THE MINORS CONTINUE TO BE UNDER THE SUPERVISION OF THIS SOCIAL WORKER.

AND WE HAVE, UM, OH, WE'VE HAD, WE'VE HAD EXHAUSTED SOME OF THE AGENCIES, UM, OR HELPS OUT THERE.

AND WHAT WE HAVE PERCEIVED IS THAT THEY'RE COVERING UP FOR THE SOCIAL WORKER.

THEY HAVE CALLED DIFFERENT ORGANIZATIONS.

AND WHAT THEY HAVE SAID IS THAT THEY CANNOT EVALUATE OR INVESTIGATE A SOCIAL WORKER BECAUSE THE AGENCY THAT THE SOCIAL WORKER BELONGS TO IS THE ONE THAT SHOULD BE TAKING CARE OF THIS.

EVEN THOUGH THE AGENCY HAS SAID THEY HAVE NOT, THEY HAVE NOT BEEN SATISFACTORY.

WHATEVER THEY HAVE ANSWERED, I WANT YOU GUYS TO SEE ME AS THE VOICE OF THESE CHILDREN AND THOSE FAMILIES THAT CRY THAT ARE ASKING FOR HELP.

IF YOU WERE ABLE TO HEAR THE GIRL'S TESTIMONY, YOUR HEART WOULD BE BROKEN.

I'M ASKING FOR THREE THINGS THAT THE GIRLS MAY BE PROTECTED FROM THE SOCIAL WORKER AND THE SOCIAL WORKERS THAT ARE CLOSE TO THAT SOCIAL WORKER TESTIMONY FOR THE GIRLS NOT TO BE OBLIGATED TO CHANGE THEIR TESTIMONY.

AND NUMBER TWO IS FOR YOU GUYS TO COME TOGETHER WITH THE COUNTY FOR, TO BE ABLE TO CONTRACT WITH AN AGENCY THAT'S COMPLETELY SEPARATE FROM THEM.

AND THAT WE CAN MAKE AN INVESTIGATION THAT'S JUST, AND NUMBER THREE, THAT THE, THE LAWS MAY BE OBEYED AND THEN WHATEVER THAT WE HAVE TO DO ADMINISTRATIVELY CAN BE DONE CORRECTLY.

WE LOVE THE CITY DEEPLY.

WE KNOW THAT YOU GUYS LOVE THIS CITY DEEPLY.

I AM HERE TODAY TO SPEAK OUT FOR THE TEENAGERS LIKE MYSELF WHO ARE STRUGGLING TO FIND SUMMER JOBS.

MY NAME IS ADRIAN HERNANDEZ.

I ATTEND DAMIEN HIGH SCHOOL WHERE I HOLD A 4.52 GPA AND I'M CURRENTLY DOING TWO SPORTS AND SERVE ON THE SECOND DISTRICT YOUTH ADVISORY COUNCIL.

SINCE THE BEGINNING OF 2025, I HAVE BEEN SEARCHING FOR A JOB, BUT I HAVE BEEN UNSUCCESSFUL BECAUSE EITHER THERE ARE TOO MANY APPLICANTS OR I AM COMPETING WITH ADULTS.

FIRST, THE COMPETITION TEENAGERS FACE WHEN APPLYING FOR JOBS IS FIERCE.

SAN BERNARDINO COUNTY HAS AN ESTIMATED POPULATION OF 2.2 MILLION PEOPLE, AND ABOUT 8% OF THAT POPULATION IS BETWEEN THE AGES OF 15 AND 19, NEARLY 178,000 TEENAGERS.

YET THE PROGRAMS DESIGNED TO HELP YOUNG PEOPLE GAIN EXPERIENCE THAT THEY NEED IS SUCH AS SPARKS EXCEPT ONLY AROUND 800, UH, PARTICIPANTS EACH YEAR.

I PERSONALLY ATTEMPTED TO APPLY, BUT AFTER FOOTBALL PRACTICE, AFTER THE AFTER, AFTER I HAD BEEN OPEN FOR ABOUT TWO HOURS, THE SPARKS PROGRAM WAS ALREADY FULL AND I WAS UNABLE TO PARTICIPATE IN IT.

SECOND, TEENAGERS COMPETE DIRECTLY WITH OLDER ADULTS AND COLLEGE STUDENTS FOR ENTRY-LEVEL JOBS, ESPECIALLY DUE TO CALIFORNIA'S MINIMUM WAGE FOR FAST FOOD WORKERS.

AS BUSINESSES FACE HIGHER COSTS, MANY HAVE REDUCED HIRING FOR TRADITIONAL TEENAGE JOBS OR INCREASE THEIR USE OF AUTOMATION AND TECHNOLOGY.

THE STATISTICS REFLECT THIS CHALLENGE.

IN CALIFORNIA, THE UNEMPLOYMENT RATE FOR TEENAGERS AGES 16 TO 19 IS APPROXIMATELY 21.5%.

IN 2025 NEARLY DOUBLED THE NATIONAL RATE, WHICH IS 12.3%.

STUDIES ALSO SHOW HOW YOUNG MALES MAKE UP A LARGE SHARE OF UNEMPLOYED, UH, TEENAGERS.

WAIT, UH, YEAH.

ADDITIONALLY, AROUND 12% OF CALIFORNIA YOUTH ARE CONSIDERED DISCONNECTED, MEANING THEY ARE NEITHER WORKING NOR ATTENDING SCHOOL FOR TEENAGE, NEITHER ATTENDING NOR ATTENDING SCHOOL.

FOR TEENAGERS SEEKING SUMMER JOBS, ENTERING THE WORKFORCE HAS BECOME MORE DIFFICULT THAN EVER.

MANY OF THE GOVERNMENT IDENTITIES ARE HAVING PROBLEMS WITH EMPLOYEES RETENTION OR OTHER HUMAN RESOURCES.

MEANWHILE, MANY STUDENTS LIKE MYSELF ARE STRUGGLING TO FIND MEANINGFUL PART-TIME WORK DURING THE SUMMER.

THE, THAT IS WHY I'M HERE TODAY TO ASK HOW CAN WE WORK TOGETHER AND ORDER TO CREATE A FUTURE WHERE YOUNG TEENAGERS CAN WORK IN THE COMMUNITY.

WE MUST ENCOURAGE AND DEVELOP A PATH TO EMPLOYMENT HERE IN THE COMMUNITY.

AND WHAT BETTER WAY TO INVEST IN TEENAGERS TODAY IN ORDER TO MAKE SAN BERNARDINO COUNTY OUR A BETTER HOME TOMORROW.

THE UPCOMING REGIONAL NAVIGATION CENTER REPRESENTS ANOTHER IMPORTANT STEP FORWARD, CREATING MORE OPPORTUNITIES FOR PEOPLE TO ACCESS SHELTER SERVICES AND A PATHWAY TOWARDS, UM, PERMANENT HOUSING.

AS A YOUNG PERSON IN THIS COMMUNITY, I HOPE WE CAN APPROACH THIS ISSUE WITH COMPASSION, UNDERSTANDING, AND COLLABORATION.

IT ACKNOWLEDGES THAT MANY PEOPLE EXPERIENCING HOMELESSNESS ARE SENIORS, FAMILIES, STUDENTS, VETERANS, AND INDIVIDUALS FACING CIRCUMSTANCES BEYOND THEIR CONTROL.

I APPRECIATE THAT THE STRATEGY FOCUSES ON PREVENTION, HOUSING STABILITY, AND COORDINATED SERVICES, WHILE ALSO BALANCING COMMUNITY NEEDS.

THE PROJECT SITE IS LOCATED AT 1 3 0 4 5 WHIM AVENUE

THE PROPOSED DESIGN REVIEW AND CONDITIONAL USE PERMIT WERE PREVIOUSLY RECOMMENDED FOR APPROVAL BY THE PLANNING COMMISSION ON JUNE 28TH, 2023, AND APPROVED BY THE CITY COUNCIL ON AUGUST 16TH, 2023 FOR AN IDENTICAL PROJECT.

THE ENTITLEMENTS WERE CONDITIONED TO EXPIRE IN TWO YEARS ON AUGUST 16TH, 2025.

IF BUILDING PERMITS WERE NOT ISSUED BY THEN.

WHILE THE APPLICANT DID SUBMIT FOR BUILDING PERMITS, THE PERMITS WERE NOT ISSUED PRIOR TO THE EXPIRATION DATE.

THE APPLICANT WAS ELIGIBLE TO APPLY FOR AN EXTENSION BUT DID NOT REQUEST ONE PRIOR TO THE EXPIRATION.

EITHER THE APPLICANT WOULD STILL LIKE TO MOVE FORWARD WITH DEVELOPING THE SITE AND HAS THEREFORE RESUBMITTED THE SAME PROJECT.

THE CURRENT PROPOSED ENTITLEMENTS DID NOT PROPOSE ANY CHANGES TO WHAT WAS PREVIOUSLY APPROVED, AND THERE HAVE BEEN NO SIGNIFICANT AMENDMENTS MADE TO THE DEVELOPMENT CODE SINCE THE ORIGINAL TIME OF APPROVAL, SPECIFICALLY TO THE SECTIONS RELATED TO THE INDUSTRIAL DEVELOPMENT CODE, UH, THAT WOULD IMPACT THE CURRENT PROPOSAL OR REQUIRE ALTERATIONS TO BE MADE.

THE PROPOSED PROJECT WAS PRESENTED TO THE PLANNING COMMISSION ON APRIL 22ND, 2026, AND WAS UNANIMOUSLY RECOMMENDED TO BE APPROVED AS PROPOSED BY THE CITY COUNCIL.

THE PLANNING COMMISSIONERS DID NOT EXPRESS ANY CONCERNS WITH THE PROPOSED PROJECT.

THE PROJECT PROPOSES A SPECULATIVE WAREHOUSE AND DISTRIBUTION FACILITY TOTALING 86,194 SQUARE FEET OF FLOOR AREA.

THE SITE TOTALS 5.2 ACRES BUT CONTAINS A 1.1 ACRE SOUTHERN CALIFORNIA EDISON AND FLOOD CONTROL EASEMENT ON THE WESTERN PORTION OF THE PROPERTY THAT WOULD NOT PERMIT DEVELOPMENT OR IMPROVEMENTS TO OCCUR.

ACCESS TO THE SITE IS PROVIDED THROUGH A DRIVEWAY IN THE NORTHWEST CORNER OF THE PROJECT SITE, EAST OF THE EASEMENT AREA, FRONTAGE.

THE DRIVE AISLE EXTENDS SOUTHWARD THROUGH THE SITE AND CONTINUES EAST BELOW THE REAR OF THE BUILDING THAT IT, IT THEN EXTENDS BACK NORTH TO THE SECOND DRIVEWAY IN THE NORTHWEST CORNER OF THE PROJECT SITE, PROVIDING FIRE ACCESS, PROVIDING A FIRE ACCESS LANE, AS WELL AS ON SITE CIRCULATION.

OFFSITE IMPROVEMENTS INCLUDE A STREET WIDENING ON WITCHER AVENUE AS WELL AS CURB GUTTER SIDEWALK PARKWAY AND DRIVEWAY APPROACH ADDITIONS.

THE PROPOSED CONCRETE TILT UP BUILDING CONSISTS OF 5,000 SQUARE FEET OF OFFICE AREA THAT IS EVENLY SPLIT BETWEEN THE GROUND FLOOR AND A MEZZANINE AREA.

THE REMAINING FOOTPRINT IS MADE UP OF AN 81,194 SQUARE FOOT WAREHOUSE SPACE.

THE PROPOSED PROJECT COMPLIES WITH ALL APPLICABLE DEVELOPMENT STANDARDS OUTLINED FOR THE NEO INDUSTRIAL ZONE, INCLUDING BUT NOT LIMITED TO BUILDING HEIGHT, FLOOR, AIR RATIO, FRONT SIDE AND REAR YARD SETBACKS, BUILDING FOOTPRINT, OPEN SPACE, AND PARKING SETBACKS.

THE PROJECT IS ALSO COMPLIANT WITH THE PARKING MINIMUMS IN RELATION TO BOTH THE ANCILLARY OFFICE USE AND THE WAREHOUSE USE.

A TOTAL OF 61 SPACES ARE REQUIRED AND THE PROJECT PROPOSES 61 SPACES.

ADDITIONALLY FOR INDUSTRIAL PROJECTS, ONE TRAILER PARKING SPACE IS ALSO REQUIRED FOR EACH DOCK DOOR LOCATED ON THE BUILDING.

THE BUILDING CONTAINS NINE DOCK DOORS AND PROPOSES NINE TRAILER PARKING STALLS ON SITE.

THE FOLLOWING ARE THE PROPOSED ELEVATIONS FOR THE BUILDING.

THE BUILDING WILL FEATURE A MODERN GEOMETRIC DESIGN.

THE FOLLOWING RENDERING HIGHLIGHTS THE NORTHWEST CORNER OF THE BUILDING, WHICH CONTAINS THE OFFICE PORTION AND IS GOING TO BE VISIBLE FROM WITCHER AVENUE.

STAFF HAVE DETERMINED THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AS A CLASS 32 INFILL EXEMPTION.

AN EXEMPTION REPORT WAS PREPARED IN MAY, 2023 FOR THE ORIGINAL ENTITLEMENTS, AND IT WAS DETERMINED THAT THE PROJECT WOULD NOT RESULT IN SIGNIFICANT ENVIRONMENTAL IMPACTS TO BIOLOGICAL RESOURCES, TRAFFIC, NOISE, AIR QUALITY, OR WATER QUALITY.

AS THE CURRENT ENTITLEMENTS PROPOSE AN IDENTICAL PROJECT, THERE ARE NO CHANGES IN THE SURROUNDING EN ENVIRONMENTAL CONDITIONS OF THE SITE.

IT HAS BEEN CONCLUDED THAT ALL CRITERIA FOR THE CLASS 32 EXEMPTION ARE STILL MET AND THE EXISTING REPORT SUFFICIENTLY EVALUATES THE PROJECT.

THE PROJECT WAS PUBLISHED IN THE INLAND VALLEY DAILY BULLETIN NEWSPAPER ON MAY 20TH, 2026.

WHILE RANCHO CUCAMONGA HAS HISTORICALLY MAINTAINED RELATIVELY LOW LEVELS OF HOMELESSNESS COMPARED TO MANY SURROUNDING COMMUNITIES, WE ARE EXPERIENCING MANY OF THE SAME CHALLENGES OCCURRING THROUGHOUT THE REGION AND THE STATE.

AS YOU KNOW, HOUSING INSECURITY AND HOMELESSNESS ARE COMPLEX ISSUES THAT ARE NOT DRIVEN BY A SINGLE FACTOR.

THEY'RE INFLUENCED BY HOUSING, AFFORDABILITY, ECONOMIC INSTABILITY, MENTAL HEALTH AND SUBSTANCE USE CHALLENGES, LIMITED INCOME AND GAPS WITHIN BROADER SYSTEMS OF CARE.

THESE CHALLENGES IMPACT NOT ONLY INDIVIDUALS EXPERIENCING HOMELESSNESS, BUT ALSO BUSINESSES, PUBLIC SPACES, NEIGHBORHOOD QUALITY OF LIFE, AND OVERALL COMMUNITY WELLBEING.

ADDRESSING HOMELESSNESS REQUIRES A COORDINATED AND PROACTIVE APPROACH THAT BALANCES BOTH THE NEEDS OF THE ENTIRE COMMUNITY, WHILE ALSO RECOGNIZING THE BROADER SYSTEMIC FACTORS THAT CONTRIBUTE TO HOMELESSNESS.

STAFF ALSO ANALYZED MULTIPLE DATA SOURCES, INCLUDING POINT IN TIME COUNT DATA, UNITED WAY, TWO ONE ONE CALL TRENDS, HOUSING AND ECONOMIC INDICATORS, AND REGIONAL HOMELESSNESS DATA.

SEVERAL KEY FINDINGS CONSISTENTLY EMERGED AND HELPED SHAPE BOTH THE PRIORITIES AND RECOMMENDATIONS INCLUDED IN THE STRATEGY.

FIRST.

WHILE RANCHO CUCAMONGA HAS HISTORICALLY MAINTAINED RELATIVELY LOW LEVELS OF HOMELESSNESS, RECENT TRENDS HAVE REFLECTED INCREASES IN VISIBLE HOMELESSNESS AND HOUSING INSTABILITY, WHICH REFLECTS BROADER REGIONAL AND STATEWIDE TRENDS.

SECOND, ONE OF THE STRONGEST THEMES WE HEARD THROUGHOUT THE PROCESS WAS THE IMPORTANCE OF PREVENTION.

STAKEHOLDERS CONSISTENTLY EMPHASIZE THAT HELPING HOUSEHOLDS REMAIN STABLY HOUSED BEFORE A CRISIS OCCURS IS OFTEN MORE EFFECTIVE, LESS DISRUPTIVE, AND LESS COSTLY THAN RESPONDING AFTER SOMEONE BECOMES HOMELESS.

ONGOING CHALLENGES RELATED TO HOUSING AVAILABILITY WERE ALSO IDENTIFIED LIMITED AFFORDABLE HOUSING, SUPPORTIVE HOUSING, AND LOW BARRIER SHELTER OPTIONS CONTINUE TO CREATE BARRIERS FOR INDIVIDUALS AND FAMILIES SEEKING HOUSING STABILITY.

THE DATA ALSO SHOWED THAT MANY INDIVIDUALS EXPERIENCING HOMELESSNESS HAVE VERY LITTLE TO NO INCOME.

HIGHLIGHTING THE IMPORTANCE OF ECONOMIC STABILIZATION EFFORTS, WORKFORCE PATHWAYS AND CONNECTIONS TO SUPPORTIVE SERVICES THAT HELP PEOPLE MOVE FORWARD TOWARD LONG-TERM STABILITY.

COMMUNITY DATA REINFORCED THESE FINDINGS.

HOUSING ASSISTANCE WAS THE MOST REQUESTED NEED IDENTIFIED THROUGH 2 1 1 DATA, FOLLOWED BY FOOD ASSISTANCE, UTILITY SUPPORT, AND MENTAL HEALTH SERVICES.

ALL OF THIS TO DEMONSTRATE THAT MANY RESIDENTS ARE STRUGGLING WITH MULTIPLE INTERCONNECTED CHALLENGES.

WE ALSO FOUND THAT MENTAL HEALTH AND SUBSTANCE USE CHALLENGES CONTINUE TO CREATE BARRIERS TO SERVICE ENGAGEMENT, HOUSING STABILITY, AND LONG-TERM RECOVERY.

ANOTHER IMPORTANT TREND WAS THE GROWING NUMBER OF OLDER ADULTS EXPERIENCING HOMELESSNESS.

THIS HIGHLIGHTS

THE NEED FOR PREVENTION STRATEGIES AND HOUSING SOLUTIONS THAT ARE RESPONSIVE TO THE UNIQUE NEEDS OF SENIORS AND RESIDENTS LIVING ON FIXED INCOMES.

STAKEHOLDERS ALSO IDENTIFIED THE NEED FOR STRONGER CROSS AGENCY COORDINATION, EXPANDED PREVENTION AND DIVERSION EFFORTS, IMPROVED ACCESS TO HOUSING AND SUPPORTED SERVICES, AND MORE STRATEGIC ALIGNMENT OF RESOURCES OVERALL.

THE CITY HAS MADE SIGNIFICANT INVESTMENTS IN PREVENTION, OUTREACH, HOUSING, AND REGIONAL COLLABORATION.

THE CITY SUPPORTS HOMELESSNESS PREVENTION AND STABILIZATION THROUGH CDBG FUNDED SERVICES, RESOURCE NAVIGATION EFFORTS AND PARTNERSHIPS THAT HELP CONNECT RESIDENTS TO HOUSING AND SUPPORTIVE SERVICES.

THE CITY ALSO MAINTAINS SPECIALIZED OUTREACH AND RESPONSE EFFORTS THROUGH THE COAST TEAM SOAP TEAM AND PARTNERSHIPS WITH THE SHERIFF'S HOPE AND INROADS TEAMS. ALL OF THESE HELP TO CONNECT INDIVIDUALS EXPERIENCING HOMELESSNESS WITH SERVICES, HOUSING, RESOURCES, AND OTHER SUPPORT.

IN ADDITION, THE CITY HAS MADE INVESTMENTS IN AFFORDABLE HOUSING AND HOUSING STABILITY EFFORTS, AND CONTINUES TO PURSUE GRANT FUNDING OPPORTUNITIES THAT SUPPORT THESE EFFORTS.

IN FACT, THE CITY RECENTLY APPLIED FOR STATE PRO-HOUSING INCENTIVE PROGRAM FUNDING TO SUPPORT HOMELESSNESS PREVENTION AND RAPID REHOUSING EFFORTS.

THE CITY IS ALSO SUPPORTING THE DEVELOPMENT OF THE WEST END REGIONAL NAVIGATION CENTER, LOCATED IN FONTANA ANTICIPATED TO BEGIN PROVIDING SHELTER AND SUPPORTIVE SERVICES IN EARLY 2027.

THE CITY'S ALSO PARTICIPATING IN THE REGIONAL HOUSING TRUST THROUGH THE SAN BERNARDINO COUNCIL OF GOVERNMENTS AND PROMOTING COMMUNITY AWARENESS THROUGH INITIATIVES SUCH AS REAL CHANGE RC.

I ALSO WANT TO NOTE THAT THE CITY PLAYS AN ACTIVE LEADERSHIP ROLE THROUGHOUT THE REGION.

STAFF SERVE ON NUMEROUS REGIONAL BOARDS, COMMITTEES AND WORKING GROUPS FOCUSED ON HOMELESSNESS, HOUSING AND SYSTEM COORDINATION, HELPING ENSURE RANCHO CUCAMONGA PRIORITIES ARE REPRESENTED WHILE ALSO STRENGTHENING COLLABORATION ACROSS THE COUNTY.

COLLECTIVELY, THESE EFFORTS HAVE HELPED ESTABLISH A STRONG FOUNDATION FOR ADDRESSING HOMELESSNESS AND HOUSING STAB STABILITY.

UH, RANCHO CUCAMONGA HAD A MORE SERIOUS DOWNTURN THAN THE US BUT RECOVERED FROM THAT.

AS WE MOVE INTO THE FUTURE, UH, WHAT WE SEE HAPPENING IS FOR THE, UH, US, UH, AND RANCHO CUCAMONGA UNEMPLOYMENT RATES COMING DOWN DUE TO THE, UH, AI SECTOR EMERGING AND ALSO, UH, THE UNEMPLOYMENT RATE, UH, FOR THE US MORE OR LESS STANDING STABLE.

ON THE TOP PART OF THE GRAPH, UH, ON THE GREEN LINE, UH, THAT REPRESENTS THE FEDERAL RESERVE BOARD'S PREFERRED INFLATION INDEX, WHICH IS THE PCE CORE.

UH, WE'RE CURRENTLY AT AROUND, UH, 2.83%, AND THAT TO GET TO THE FED TARGET, WE'LL PROBABLY TAKE A COUPLE MORE YEARS BECAUSE OF DISRUPTIONS THAT ARE GOING ON IN THE ECONOMY.

NOW FOR MORTGAGE INTEREST RATES, UH, WE START AT, UH, 4.6% IN 2019.

PURPOSEFULLY THE FED LOWERED THAT TO LESS THAN 3%.

UH, BUT AFTER THE INFLATION SURGE, UH, WE WENT UP TO 6.9 AND WE'RE EXPECTED TO, UH, STAY IN THE, UH, MID SIXES FOR THE, UH, FORESEEABLE FUTURE.

AND OUR NEXT GRAPHIC, UH, WE'RE GONNA TAKE A LOOK AT THE UNEMPLOYMENT RATE, THE UNEMPLOYMENT RATE MEASURES FOR THE HOUSEHOLDS THAT RESIDE IN THE CITY, WHETHER THEY HAVE EMPLOYMENT IN THE CITY OR ELSEWHERE.
